Summary:Numerous country experiences highlight the positive effects of diaspora engagement on a country’s development. These country experiences can showcase whether successful diaspora engagement can be replicated in Egypt and can incentivize the Egyptian diaspora in brain gain in Egypt and thus benefit Egypt’s development agenda. Qualitative interviews as well as a questionnaire survey were used in order to provide insight to answer the key research question: What can the government do to successfully encourage human capital transfer of the Egyptian diaspora? The findings of the study suggest what needs to be part of a successful National Diaspora Engagement Strategy and highlight the importance of effective and efficient communication between the diaspora and the government. Realizing the potential positive impact the Egyptian diaspora community can have on Egypt’s development agenda; this research focuses on how to achieve this engagement successfully. This study looks into the current Egyptian policy towards the diaspora. It analyzes the different approaches to diaspora engagement. Each country has a different road map to diaspora engagement. In the case of Egypt, the study looks into the engagement of the diaspora in line with Egypt’s development agenda. As Egypt is currently setting its own road map towards diaspora engagement, it is important for Egypt to set what its priorities are and consequently choose how it would like to engage its diaspora.
