| Summary: | Since the adoption of the United Nations resolution 181 (II) “partition plan” in 1948 and United Nations has shouldered the Palestinian issue. Subsequently, five million Palestinian refugees are under the direct care of UNRWA, the only entity in the world dedicated to one particular group of refugees. Moreover, Palestinian refugees are excluded from the 1951 Refugee Convention as well as UNHCR Statute due to the fact that they have an agency all to their own. While this might be a blessing in theory, it is argued that this has denied Palestinian refugees protection that is awarded to all other refugees covered under UNHCR. Prior to 2011, there were about 526,744 Palestinian refugees residing in Syria, living in nine refugee camps and enjoying citizen like rights in one of the most Palestinian refugee accepting host states in the Arab world. In 2011, around 180,000 Palestinian refugees from Syria were facing their second or third exodus to neighboring countries due to the breakout of the Syrian civil war. The Syrian dilemma highlighted the plight of the Palestinian refugees once again. The Palestinian refugees from Syria are enduring hardships they could be spared if there was a more direct approach in dealing with their prolonged problem. Palestinian refugee host states are: Jordan, Lebanon, Egypt, and Turkey. Each of these host states differed in their reaction towards the presence of Palestinian refugees from Syria in their territories, consequently, a solution is needed to guarantee the protection of Palestinian refugees from Syria in order to ensure their security and protection |
