In an environment of constrained public budgets and poor service delivery, private sector participation through Public Private Partnerships is increasingly being utilised as a vehicle to deliver public infrastructure. However, implementation is often problematic with varying degrees of success in different countries and sectors. To overcome a crippling power supply deficit, the government of Uganda is implementing strategies to encourage and incentivise private sector participation in the development of hydropower generation facilities.
