The general objective of this thesis is to investigate what price system will result in a sustainable electrification programme, a viable EDI, fit into the regulation system and address issues of equity and poverty. Specific attention is paid to the proposals around poverty tariffs for low-income domestic users. This research examines the form, level and financial implications of poverty tariffs in South Africa.
