A simple traffic flow simulator was developed in the paper to stimulate flow for different congestion seanarios by varying the minimum and maximum headways if vehicles. Comparison of simulated and field values for a heavily trafficked highway in Ibadan metropolis produced an error of 35 % at high vehicular interaction
