Despite its potential for a wide variety of natural resources, including strategic minerals, the DRC remains one of the African countries where numerous human rights violations, including socio-economic rights, have been documented. The state still struggles to fulfil its responsibility to ensure that the population has access to basic services, in particular quality education, as appropriate. This challenge is due to several factors, including illicit financial flows (IFFs), which have become a major obstacle to economic growth and the realisation of socio-economic rights. In the context of the DRC, IFFs have a significant impact on the state budget, draining significant financial resources that could be used to improve development projects and public services and undermining the government's ability to fulfil its obligations. As a result, it perpetuates inequality and poverty, thereby affecting socio-economic rights, including the right to education.The study examined how IFFs undermine the right to education and how they limit the DRC's ability to fulfil its obligations. Based on a qualitative approach, this study conducted a review of existing literature and revealed that the DRC has all the necessary resources to realise the right to education; however, the government is limited in terms of financial resources. Due to a lack of strong strategies to combat IFFs, the DRC's budget is exposed to corruption, tax evasion, money laundering, and illegal mining, which leads to budgetary imbalances that affect key sectors such as education. The study concluded that, for the state to have the necessary means to realise the right to education, it must have sufficient financial resources, which can then be channeled effectively if the state combats IFFs. To achieve this, the study recommended reforming laws and their enforcement, transparency, and good governance, reinforcing international cooperation, strengthening the judicial system, involving and raising awareness among stakeholders, and, above all, prioritising the education sector in budget allocation.
