The right to development posits that development must be an inclusive, participatory and equitable process in which all human rights and fundamental freedoms can be fully realised. Despite the Republic of Côte d'Ivoire's ratification of key international instruments, a significant gap remains between legal commitments and the realities experienced by its citizens. This study examines the crucial link between participatory governance and the effective realisation of the right to development in Côte d'Ivoire and comparable African contexts. It addresses the paradox that the country has experienced remarkable macroeconomic growth and stability, yet continues to face ‘non-inclusive growth’ and deeply entrenched inequalities that marginalise a large portion of the population. The research posits that the absence of participatory governance is a major obstacle to RTD, creating an environment where systemic corruption, weak institutional capacities and a lack of transparency undermine the equitable sharing of benefits. Taking a socio-legal approach, this study examines how these governance deficits violate the fundamental principles of RTD, in particular the right of citizens to express themselves and take action in the field of public policy. The objective is to move beyond purely economic indicators of progress, such as GDP, to analyse development through human-centred measures of well-being and democratic participation. Ultimately, this research aims to provide empirical evidence and concrete policy recommendations for governance reforms. It argues that strengthening accountability mechanisms and institutionalising citizen participation are essential prerequisites for transforming RTD from a rhetorical aspiration into a tangible reality for the Ivorian people.
