Hunger and poverty are interrelated concepts and are pervasive in South Africa. South African cities are experiencing an influx of people who constantly suffer because they are not being catered to sufficiently. The Social Relief of Distress (SRD) Grant provision in South Africa is stretched as many benefit from it. The provinces have many economically inactive people, both migrants and citizens, who are equally affected by the scourge of hunger and poverty. There is an insufficient budget for the SRD grant, and the qualifying and deserving people continue to experience hunger and poverty. Moreover, there is no central unit that coordinates databases to ensure that the SRD grant is disbursed to the qualifying applicants. The SRD grant money is not monitored properly to determine that it is paid to the right beneficiaries. No neutral body conducts monitoring and evaluation of expenditures, and reliance is placed on SASSA officials as Grant custodians. The criteria used to screen the applicants are fragmented across regions and provinces in South Africa, and in certain instances, SASSA officials have unfettered discretion to approve or disapprove applicants. The provision of the SRD grant demonstrates clear signs of corruption and fraud, not least in the fact that the budget cannot fully be accounted for. There is a need to review the application process, criteria and sanitise beneficiaries’ data. There is a need to conduct an official audit to determine the integrity of beneficiaries and conduct continuous monitoring and evaluation of the SRD grant allocated funds.
