The imbalanced agricultural subsidies system under the AoA perpetuates food insecurity in Africa by constraining the level of domestic support for African farmers, while permitting developed countries to heavily subsidise their agricultural sectors therefore, exacerbating trade imbalances. The main research question this mini-thesis seeks to address is: How can the Agricultural Subsidies regime under the WTO AoA be reformed to promote food security in Africa? It explores the challenges the AoA poses to food security in the region using Kenya as a case study. The study argues that current subsidies regime under the AoA, particularly affording high Amber Box entitlements for developed nations, distort trade, hinder Africa’s agricultural sector and threaten food security. Using a qualitative case study design, this mini-thesis analyses both primary and secondary sources, including WTO agreements, research papers and policy reports, collected through a systematic literature review. The mini-thesis is structured as follows: Chapter 1 introduces the topic, Chapter 2 is the conceptual framework, Chapter 3 analyses WTO frameworks on agricultural subsidies, Chapter 4 assesses the impact of the AoA on Kenya’s food security, and Chapter 5 offers conclusions and recommendations. This mini-thesis proposes that reforming the Amber Box limits and strengthening the Development Box’s provisions can enhance Kenya’s food security, supporting Africa’s sustainable development goals.
