The purpose of this study was to investigate the position of the Botswana Examinations Council (BEC) with regard to the progress of the Quality Management System_s (QMS) International Organisation of Standardisation (ISO) 9001:2008 standard implementation. The ISO 9001:2008 standard implementation project was initiated in 2009 and was initially planned to be completed in 2011. Due to challenges experienced by the BEC during the implementation of the project, the project timeline was postponed to the end of 2012, which was still not achieved. The BEC_s intent of compliance with the ISO 9001:2008 project was aimed at improving assessment products and services, and to ensure the maintenance of internationally competitive performance standards. The ISO 9001:2008 standard implementation project was driven by the Compliance and Quality Assurance (CQA) Division, under the leadership of Manager, Compliance and Quality Assurance. Additionally, each of the five BEC directorates nominated representatives to join the project steering team, called the ISO Implementation Team. Lastly, one director was appointed to act as the Project Sponsor to work with the steering teams. The main purpose of these driving teams was to coordinate the implementation and ensure compliance with the ISO 9001:2008 standard requirements. The sample of the study was therefore limited to the project steering teams. Semi-structured interview guides were developed and implemented on the three different types of participants. Data was collected from the thirteen sampled members through the one-on-one interviews. All the thirteen sampled members were involved with the project from inception. A neutral individual was co-opted to conduct the one-on-one interviews, since the researcher was conflicted as a member of the IIT. The interview proceedings were recorded on an audio tape, while the interviewer also recorded on paper the non-verbal gestures made by the interviewees. Content analysis was used in the data analysis, which was done by separating the data into codes. A lot of challenges were reported by the participants, ranging from technical limitations to human resource management. However, majority of the participants were consistently concerned about the silo mentality of the employees, resistance to ii change, and the general organisational quality culture. The above were reported to have impeded the smooth running of the project. The study has recommended a complete revamp of the project, from the organisational and project management to human resources planning, with evidence cited from the QMS literature. The concern about loss of time had been highlighted and mentioned as a cause for the loss of momentum of the entire project.
