For over two decades South Africa has been confronted with high levels of HIV and AIDS that have significantly affected the health and social development of its individuals, families and communities. As a consequence of this pandemic, the South African public health programme has been severely overstretched. In addition, the inflexible disease-specific public health approach that did not take into account the role of socio-economic factors in addressing HIV and AIDS, also failed to positively impact on the HIV and AIDS pandemic. In 2001, the Department of Health of South Africa developed the Khomanani mass media social mobilisation programme in an attempt to comprehensively address the HIV and AIDS pandemic. Khomanani, which means ‘caring together’, aimed to reduce new HIV infections by increasing personal risk perception amongst people, as well as influencing social norms and values by advocating for safer sexual health practices. This was mainly a move from impersonal health education towards targeting individuals within the context of their interaction with their communities in order to mitigate the impact of HIV and AIDS. The design of the Khomanani programme is made up of two focal areas which complemented each other. The first aspect focuses on ‘below-the-line publicity’ which mainly utilise television and radio. The second aspect focuses on the ‘above-the-line publicity’ which entail development and distribution of Information Education and Communication (IEC) material, as well as social mobilisation through community activities that are delivered through face-to-face interaction by Khomanani Community Action Partners (KCP). The KCP programme provides the core campaigns of Khomanani with face-to-face communication channels; facilitating a groundswell of civil society response, and establishing community networks with the capacity to address and promote health-seeking behaviour in relation to HIV and AIDS. The implementation of the KCP programme was conducted through twenty seven KCP teams which were set up in municipalities that were identified as underserved and hard to reach nationally. In total, three municipalities within each of the nine provinces of South Africa were targeted. In the Limpopo Province, the municipalities where the programme was implemented were Bela Bela, Fetakgomo and Greater Letaba. This establishment of the KCP programme comes against the background of insufficient empirical evidence on the effectiveness of community-based social mobilisation programmes in the alleviation of HIV and AIDS. This study specifically focused on the ‘above-the-line publicity’, as second aspect, of the Khomanani programme. The goal of this study was to explore the effectiveness of the KCP programme in the social mobilisation of communities in the prevention and care of HIV and AIDS within the Greater Letaba Municipality, as experienced by the HIV and AIDS stakeholders. The researcher employed a qualitative approach, which made use of a collective case study as research design in order to implement this study. Semi-structured interviews were conducted with eleven participants from the Greater Letaba Municipality, who were recruited through a non-probability sampling technique, specifically purposive sampling. The findings of the study highlighted that the stakeholders’ found the KCP programme and activities to have inspired social action amongst the community members in the mitigation of HIV and AIDS in Greater Letaba. Furthermore, they found that this was made possible through interactive and participatory activities that harnessed local partnerships amongst community groups. Conclusions reached from this study show that the KCP programme was, from the stakeholders’ point of view, effective in mobilising the Greater Letaba community towards the prevention and care of the HIV and AIDS pandemic.
