Tsolo is one of the poorest districts in the Eastern Cape and thus of South Africa. Animal husbandry - with its related activities like the herding of livestock, the sale of feeds and veterinary medicines, the running of butcheries, the sale of prepared meat (restaurants and others) and the provision of transport - is the most widespread activity. Many small and micro enterprises engaged in these activities abound in the area. The running of these enterprises helps lots of people to earn a living. This study, therefore, is basically about animal husbandry and the activities that emanate from it, the income generated by them, the challenges they face and how the sector can be assisted to improve the lives of the people of the study area. The study has discussed some development strategies that have been pursued by developing countries, espousing clustering and relating it to small medium and micro enterprises. The cluster theory has been discussed and focus has been placed on its agglomeration advantages. Animal husbandry has been looked at as a cluster and the contribution of its components to employment, income generation and the general well-being of the people of the area has been assessed. The challenges facing the cluster has been discussed. The challenges include lack of fmance from the formal banking sector, poor infrastructure in the study area and lack of security. Others are bush fires which occur mainly during the dry winter months, the low level of education among the people and some cultural and behavioural constraints that affect women's participation in businesses. The study has suggested that the government encourages commercial banks to increase their provision of finance to small and micro enterprises. Community based or rural banks could also be established with the assistance of the Department of Finance and the Reserve Bank to provide credit to businesses (especially in the rural areas) while the formation of Business Associations and Co-operative Organizations could be encouraged. The assets of such organization could provide security for members to obtain loans. Non-governmental organizations could also provide support to small and micro businesses in their quest for low cost loans from the official banking sector. These measures would alleviate the financial constraints to the growth and development of the business units in the cluster. The poor infrastructural base of the area could be improved by a planned government intervention to upgrade road networks and the supply of water and electricity. The establishment of a stock-theft unit of the South African Police Service in the area would reduce stock theft and thus improve security. The need for the police to work closely with the various communities has also been emphasized. Education campaigns on the dangers of; bush fires, the careless handling of cigarettes and the need to eliminate prejudices against women in their owning of property and their participation in business could be launched by both the provincial and the municipal arms of Govermnent, Non Govermnental Organizations, Business Associations and Co-operative Organizations. It is hoped that these measures would help alleviate the challenges, and thus, help improve the lives of the people.
