ENGLISH ABSTRACT: The leaders in the public sector are faced with a dynamic context, one of uncertainty, complexity and interconnectedness. As a result of these dynamics, the leaders and/or organisations in the public sector such as South African National Parks have in some cases demonstrated leadership that confirms the organisation’s commitment to ethical behaviour and serving the interests of its stakeholders. However, in other cases ethical behaviour and a commitment to creating value for stakeholders was not observed. The latter case both undermined the South African National Parks’ mandate and hampered positive relations with the Parliament of the Republic of South Africa. This study identifies root causes of leadership failures at individual, organisational, institutional, and at multi (and across) levels. It is from these that the study recommends a guide that may enable South African National Park to move towards responsible leadership. Consequently, at an individual level, values-based leadership is recommended, whilst at an organisational and institutional levels ethical decision-making and quality stakeholder relations are suggested respectively. This study therefore advocates that organisations adopt a guide towards responsible leadership in order to overcome challenges that hamper the development of responsible leaders and /or responsible organisations. AFRIKAANSE OPSOMMING: Die leiers in die openbare sektor word nie net met dinamiese kontekste gekonfronteer nie maar ook met kompleksiteit, onsekerheid en onderlinge verbindings. Dit het tot gevolg gehad dat die leiers en organisasies in die openbare sektor, soos Suid-Afrikaanse Nasionale Parke, gevalle van leierskap getoon het waar hul verbintenis tot etiese gedrag en die skep van waarde vir die belanghebbendes duidelik is. Die teenoorgestelde het egter ook in sommige gevalle plaasgevind wat die mandaat van die Suid-Afrikaanse Nasionale Parke ondermyn en die positiewe betrekkinge met die Suid-Afrikaanse parlement belemmer. Hierdie studie identifiseer die kern oorsake van leierskap mislukkings op individuele, organisatoriese en institusionele vlak en op multi (en dwars oor) vlakke. Daarvolgens word riglyne aanbeveel om die bestuur van die Suid-Afrikaanse Nasionale Parke na verandwoordelike leierskap te lei. Op die individuele vlak word leierskap gebaseer op waardes aanbeveel, terwyl etiese besluitneming en goeie wedersydse verhoudings tussen belanghebbende partye op organisatoriese/institutionele vlak toegepas word. Die studie beveel aan dat om die uitdagings wat die ontwikkeling van verantwoordelike leiers en/of organisasies belemmer te oorkom, organisasies die voorgestelde riglyne vir leierskap ontwikkeling moet aanvaar om die verlangde resultate te bereik.
