ENGLISH ABSTRACT: The study analysed the factors associated with the non-payment for services in metropolitan municipalities’ due to the ever-increasing household debt as well as ineffective and inefficient debt collection, despite metropolitan municipalities having legitimate powers for the collection of revenues. The study seeks to establish whether the factors and reasons for non-payment of services in the metropolitan municipalities was a result of inability or reluctance to pay and whether a pattern of non-payment for services exists. Chi-square tests and logistical regression models were used to assess the relationship between non-payment of municipal services and independent variables was statistically significant. General household survey data was used for analysis. The General household survey used a multi-stage sample design based on a stratified design with probability proportional to size for selection of primary sampling units at the first stage and sampling of dwelling units with systematic sampling at the second stage. The research revealed that households living in metropolitan municipalities had adequate access to services whilst households living in non-metropolitan municipalities still had large service backlogs. The study concluded that the factors associated with non-payment for municipal services were complex and varied depending on household characteristics. The study confirms that households were most likely not to pay for services due to being unemployed, vulnerable, poor, working in informal sector, and living in RDP’s and informal dwellings. Household in Johannesburg and Mangaung were also significantly more likely not to pay than in other metropolitan municipalities. Non-pecuniary factors such as the use of shared or communal services, dissatisfaction with services, irregular billing, water services and metering also contribute to non-payment of municipal services. Non-payment for electricity utility was generally low compared to other utilities due to the use of prepaid meters. To minimise the non-payment of services the study proposed that metropolitan municipalities improve their indigent register, metering, billing, debt and revenue collection methods. Since factors associated with non-payment of services are multifaceted, utility managers in metropolitan municipalities need to gain a deeper understanding of what factors influence customers’ willingness to pay for services to minimise non-payment. AFRIKAANSE OPSOMMING: Die studie analiseer die faktore wat verband hou met die wanbetaling vir dienste in metropolitaanse munisipaliteite, as gevolg van die toenemende huishoudings se skuld sowel as die ondoeltreffende en ondoeltreffende skuldinvordering, ten spyte daarvan dat metropolitaanse munisipaliteite wettige magte het om inkomstes in te vorder. Die studie poog om vas te stel of die faktore en redes vir die wanbetaling van dienste in metropolitaanse munisipaliteite die resultaat van die onvermoë of die onbereidwilligheid om te betaal was, en of daar n patroon van wanbetaling vir dieste bestaan. Chi-kwadraat toetse en logistieke regressiemodelle was gebruik om die verband tussen die wanbetaling van munisipale dienste en onafhanklike veranderlikes as beduidend te bepaal. Die algemene huishoudelike opname data was gebruik vir ontleding. Die algemene huishoudelike opname is 'n meervoudige monsterontwerp gebaseer op 'n gestratifiseerde ontwerp met waarskynlikheid eweredig aan die grootte van die primêre steekproefeenhede in die eerste fase en steekproefneming van wooneenhede met stelselmatige steekproefneming in die tweede fase. Die navorsing dui aan dat huishoudings wat in metropolitaanse munisipaliteite woonagtig is, het goeie toegang tot dienste geniet, terwyl huishoudings wat in nie-metropolitaanse munisipaliteite woonagtig is, nog groot diensagterstande het. Die studie het tot die gevolgtrekking gekom dat die faktore wat verband hou met die wanbetaling vir munisipale dienste, ingewikkeld is afhang van verskeie huishoudelike eienskappe. Die studie bevestig dat huishoudings waarskynlik nie vir dienste betaal nie omdat hulle werkloos, kwesbaar, arm is, in die informele sektor gewerk het, en in RDP's woon en in informele wonings bly. Huishoudings in, Johannesburg en Mangaung het ook n laer betalingsvlak as in ander metropolitanse munispalitieite. Nie-geldelike faktore soos die gebruik van gedeelde of gemeenskaplike dienste, ontevredenheid met dienste, onreëlmatige fakturering, waterdienste en dienstemeting dra ook by tot die wanbetaling van munisipale dienste bydrae. Die wanbetaling van elektrisiteitsvoorsienings was oor die algemeen laer in vergelyking met ander elektrisiteitsdienste weens die gebruik van voorafbetaalde meters. Om die wanbetaling van dienste te verminder, stel die studie voor dat metropolitaanse munisipaliteite hul registrasie-, metings-, faktuur-, skuld- en inkomste-invorderingsmetodes moet verbeter. Aangesien die faktore wat verband hou met die wanbetaling van dienste veelvlakkig is, moet nutsbestuurders in metropolitaanse munisipaliteite 'n dieper begrip kry van watter faktore klante se bereidwilligheid om vir dienste te betaal beïnvloed om wanbetaling tot die minimum te beperk.
