ENGLISH ABSTRACT: The construction industry is essential to the socio-economic development of a country. The South African construction industry has recently experienced an economic downturn with declines in output observed over the last few years. The literature surrounding the challenges faced within the South African construction industry is extensive, however there is a lack of literature assessing the performance of the construction industry. This study aims to develop a framework for assessing the health of the construction industry by using the principles of performance measurement derived from an extensive literature review of performance measurement principles, initiatives, and key performance indicators. The findings from the literature review suggest that the Balanced Scorecard can be used as a guideline for developing such a framework. Analysis of literature surrounding the challenges experienced in the construction industry results in the identification of key performance indicators that can populate the framework for assessing the health of the South African construction industry. Interviews with 14 industry experts resulted in the validation of the chosen key performance indicators and the framework for assessing the health of the construction industry. The interviewees provided a realistic threshold that can be used to evaluate the performance of each key performance indicator. Evaluation of the key performance indicators shows that the construction industry is failing to meet the realistic threshold suggested by industry experts. The industry is characterized by high interest rates, low profitability and inadequate infrastructure investment. There is a skills shortage within the Industry bound to become more prominent with an increase in projects. There is also a application of modern technologies, with the findings from the health assessment suggesting that the construction industry is under-performing. Further research should be conducted into the performance of the identified key performance indicators on all grades of CIDB contractors. Measurable data necessary for evaluating key performance indicators is sparsely collected, as such collecting relevant data where information is lacking would allow for improved contemporary tracking. This would be resolved by better record keeping and recording by industry bodies such as the CIDB, Statssa and SAICE. AFRIKAANSE OPSOMMING: Die konstruksiebedryf is noodsaaklik vir die sosio-ekonomiese ontwikkeling van 'n land. Die Suid- Afrikaanse konstmksiebedryfhet onlangs 'n ekonomiese afswaai beleefmet afnames in uitset wat oor die laaste paar jaar waargeneem is. Die literatuur rondom die uitdagings wat in die Suid- Afrikaanse konstruksiebedryf in die gesig gestaar word, is omvattend, maar daar is 'n gebrek aan literatuur wat die prestasie van die konstruksiebedryf assesseer. Hierdie studie het ten doel om 'n raamwerk te ontwikkel vir die beoordeling van die gesondheid van die konstruksiebedryf deur die beginsels van prestasiemeting te gebruik wat afgelei is van 'n uitgebreide literatuuroorsig van prestasiemetingsbeginsels, -inisiatiewe en sleutelprestasie- aanwysers. Die bevindinge van die literatuuroorsig dui daarop dat die Gebalanseerde Telkaart as 'n riglyn vir die ontwikkeling van so 'n raamwerk gebruik kan word. Analise van literatuur rondom die uitdagings wat in die konstruksiebedryf ervaar word, lei tot die identifisering van sleutelprestasie-aanwysers wat die raamwerk vir die beoordeling van die gesondheid van die Suid- Afrikaanse konstruksiebedryf kan vul. Onderhoude met 14 bedryfskenners het gelei tot die validering van die gekose sleutelprestasie-aanwysers en die raamwerk vir die beoordeling van die gesondheid van die konstruksiebedryf. Die kenners het 'n realistiese drempel verskafwat gebruik kan word om die prestasie van elke sleutelprestasie-aanwyser te evalueer. Evaluering van die sleutelprestasie-aanwysers toon dat die konstruksiebedryf nie die realistiese dempels bereik wat deur bedryfskenners voorgestel word nie. Die bedryf word gekenmerk deur hoé rentekoerse, lae winsgewendheid en onvoldoende infrastruktuurinvestering. Daar is 'n tekort aan vaardighede binne die bedryf wat waarskynlik meer prominent sal word met 'n toename in projekte. Daar is 00k 'n beperkte toepassing van moderne tegnologieé, met die bevindinge van die gesondheidsbeoordeling wat daarop dui dat die konstruksiebedryf onderpresteer. Verdere navorsing moet gedoen word oor die prestasie van die geidentifiseerde sleutelprestasie- aanwysers op alle grade CIDB-kontrakteurs. Meetbare data wat nodig is vir die evaluering van sleutelprestasie-aanwysers word slegs tot'n beparkte mate ingesamel. Die insameling van sulke ontbrekende data sal monitering verbeter. Dit sal opgelos word deur beter rekordhouding deur bedryfsliggame soos die CIDB, Statssa en SAICE.
