ENGLISH ABSTRACT: The War on Drugs has seen an increase in the number of deaths in the Philippines. Yet the high public approval of the war by the government reflects the disturbing reality of people’s acceptance of the killings. Some churches are objecting to the war, resulting in the government attacking these institutions. Due to the attacks, churches have been reactionary and disunited, diminishing their influence in public discourse. Lost in the discussion is the plight of people under drug abuse. Powerless in their addiction, they have to contend with the punitive and coercive War on Drugs. It is the aim of this research to raise the awareness of the church to the complexity of addiction and mobilise them to action with people under drug abuse. To reach this aim, the study proposes integral mission as an expression of the missiological vision of “Together Towards Life” for the mobilisation of the United Church of Christ in the Philippines towards people under drug abuse. Addressing the powerlessness of people under drug abuse over their addiction is found to be most efficient way in dealing with drug abuse in the context of this study. It thus constructs a missiological framework based on the church’s transcendental belief and understanding of the missio Dei. The missio Dei awakens the mechanism of the church to cross boundaries and minister to people under drug abuse. The framework also provides the space for people under drug abuse to break their identification with addiction and reclaim their personal agency through the liberating effects of the Holy Spirit. In the process, the church journeys together with people under drug abuse by addressing the causal mechanism of powerlessness. This study offers a missiological theory of change for the changing landscape of society. This study also addresses the cause of powerlessness in drug abuse and how the transcendental belief of missio Dei can mobilise the church to action. AFRIKAANSE OPSOMMING: Die oorlog teen dwelmmiddels (“War on Drugs”) in die Filippyne veroorsaak toenemende sterftes. Tog weerspieël die hoë vlak van openbare goedkeuring van die owerheid se oorlog teen dwelmmiddels die kommerwekkende werklikheid dat mense die slagting aanvaar. Sommige kerke teken beswaar aan teen die oorlog, wat veroorsaak dat die owerheid hierdie instellings aanval. As gevolg van die aanvalle, is die kerke reaksionêr en is daar ’n gebrek aan interkerklike samewerking, wat hulle invloed in die openbare diskoers verminder. Wat agterweë bly in die gesprek is die lot van mense onder dwelmmisbruik. Magteloos in hulle verslawing, is hulle deel van die ondraaglike en afdwingbare oorlog teen dwelmmiddels. Dit is die doel van hierdie navorsing om die kerk se bewustheid oor die kompleksiteit van verslawing aan te wakker en hulle te mobiliseer om op te tree teenoor mense onder dwelmverslawing. Om die doel te bereik, stel die studie Integrale Sending (“Integral Mission”) voor as uitdrukking van die sendingvisie van “Together Towards Life” ten einde die United Church of Christ in the Philippines te mobiliseer ten opsigte van mense onder dwelmverslawing. In die konteks van hierdie studie is bevind dat om die magteloosheid van mense onder dwelmverslawing aan te pak die effektiefste manier is om met dwelmmisbruik om te gaan. Die studie konstrueer dus ’n missiologiese raamwerk gebaseer op die kerk se transendentale oortuiging en verstaan van die missio Dei. Die missio Dei wakker die meganisme van die kerk om grense oor te steek en mense onder dwelmverslawing te bedien aan. Die raamwerk voorsien ook die ruimte vir mense onder dwelmmisbruik om hulle identifisering met hulle afhanklikheid te verbreek en hulle persoonlike agentskap terug te eis deur die bevrydende invloed van die Heilige Gees. In die proses onderneem die kerk ’n reis saam met mense onder dwelmmisbruik deur die oorsaaklike meganisme van magteloosheid aan te pak. Hierdie studie bied ’n missiologiese teorie van verandering vir die veranderende samelewing. Die studie hou hom ook besig met die oorsaak van magteloosheid tydens dwelmmisbruik en die manier waarop die transendentale oortuiging van missio Dei die kerk tot aksie kan aanspoor.
