ENGLISH ABSTRACT: The thesis compares the e-government services of South Africa to two benchmark countries, namely Estonia, a world-leader in e-government, and Brazil, a developing country peer of South Africa. The focus is in particular on the government-to-citizen services offered in the three countries. A description of the UN’s e-government development index and an explanation of the five-stage e-government maturity model (emerging, enhanced, interactive, transactional, and integrated presence) precede the comparison. A narrative overview of e-government services provided to citizens in South Africa and a brief history of their development is provided before the thesis compares the current status quo to Brazil and Estonia. The comparison involves discussing each e-government service offered to citizens in terms of the five-stage e-government maturity model. The analysis shows that whilst all but one of e-government services offered to citizens in Estonia has a transactional presence, maturity is more uneven in Brazil and South Africa. However, Brazil is the only country to offer seamless integration for two services. About half of the services offered in South Africa are in the earliest emerging presence phase, but personal documentation, payment of tax, and utility bills offer a transactional presence. On the whole, South Africa lags slightly behind Brazil and further behind Estonia. Most notably, South Africa lacks a single portal for citizens to access e-government services. However, South Africa has a detailed e-government strategy for improving the services to citizens. AFRIKAANSE OPSOMMING: Die tesis vergelyk die e-regeringsdienste van Suid-Afrika met twee maatstafmaatskappye, naamlik Estland, 'n wereldleier op die gebied van e-regering, en Brasilie, 'n ontwikkelende land wat 'n eweknie van Suid-Afrika is. Die fokus is hoofsaaklik op die regering-aan-burger-dienste wat in gemelde drie lande gebied word. Die vergelyking word voorafgegaan deur 'n beskrywing van die VN se e-regering-ontwikkelingsindeks en 'n verduideliking van die vyfstadium-rypheidsmodel vir e-regering (ontluikende, uitgebreide, interaktiewe, transaksionele, en geintegreerde teenwoordigheid).
