ENGLISH SUMMARY: The study analysed the role of rural development initiatives in promoting sustainable and effective development in the Eastern Cape, using a case study of Intsika Yethu Municipality (IYM). The main research question was “what is the role of rural development initiatives in achieving sustainable and effective development?” In order to address the research problem, the research objectives of the study comprised an exploration of the literature on the subject matter, a review of relevant policies and plans, and then an exploration of IYM as a case study. The case study involved looking at the environmental and socio-economic profile of IYM, its programmes and job creation projects, as well as exploring the sustainability and effectiveness of its rural development initiatives. Moreover, the case study of rural development projects in the municipal area of IYM combined a qualitative and quantitative design, as well as making use of both primary and secondary data. Secondary data regarding the projects emanated from published and unpublished municipal documents and plans, while primary data came from interviews with twenty-five respondents. The respondents comprised staff of IYM, staff of the National Department of Agriculture, Land Reform and Rural Development (DALRRD) and members of communities where rural development initiatives have been implemented. Individual telephonic and Zoom interviews were conducted (due to the required COVID-19 protocols), with respondents selected through purposive sampling. This afforded the researcher an opportunity to rely on the knowledge she and others had about the area of study. The data collected were analysed through thematic content analysis to allow for the categorisation of findings, according to themes in line with the objectives of the study and in accordance with the themes discussed in the literature review. The findings of the study revealed that on paper, there are key legislative frameworks and policies for rural development in place in South Africa, which include the Comprehensive Rural Development Programme. Most research participants believed that the policy framework was adequate. However, rural development initiatives in IYM have failed to offer effective solutions to the challenges of rural life, despite focusing on key issues, such as rural women empowerment, youth empowerment, and prioritising agriculture as the main economic activity. According to the research participants, this failure is because of several issues, amongst them the complexity of concurrent functions and the nature of governance in the municipality, which is a hindrance to developing effective rural development initiatives. This includes the lack of capacity of rural municipalities like IYM to address structural challenges, such as rural poverty, the lack of economic activities in rural areas, as well as problems such as corruption. The study concludes with some recommendations. AFRIKAANSE OPSOMMING: Hierdie navorsingstudie het die rol van landelike ontwikkelingsinisiatiewe in die bevordering van volhoubare en effektiewe ontwikkeling in die Oos-Kaap ontleed deur gebruik te maak van 'n gevallestudie van die Intsika Yethu Plaaslike Munisipaliteit (IYM). Die hoofnavorsingsvraag was "wat is die rol van landelike ontwikkelingsinisiatiewe in die bereiking van volhoubare en effektiewe ontwikkeling?" Om die navorsingsvraag te beantwoord, was die navorsingsdoelstellings: 'n verkenning van die literatuur oor die onderwerp, 'n oorsig van relevante beleide en planne, en daarna 'n ondersoek na IYM as 'n gevallestudie, deur te kyk na die omgewings- en sosio-ekonomiese profiel van IYM, hul programme, werkskeppingsprojekte, en die ontleding van die volhoubaarheid en doeltreffendheid van hul landelike ontwikkelingsinisiatiewe. Die navorsing het 'n kwalitatiewe en kwantitatiewe ontwerp gekombineer met behulp van 'n gevallestudie van landelike ontwikkelingsprojekte in die munisipale gebied van IYM. Primêre en sekondêre data uit 'n aantal bronne is oor die gevallestudie versamel. Sekondêre gegewens oor die projekte kom uit gepubliseerde en ongepubliseerde munisipale dokumente en planne, terwyl primêre data afkomstig is van onderhoude met vyf-en-twintig respondente. Die respondente het bestaan uit personeel van IYM, personeel van die Nasionale Departement van Landbou, Grondhervorming en Landelike Ontwikkeling, sowel as respondente van die gemeenskappe waar landelike ontwikkelingsinisiatiewe geïmplementeer is. Individuele telefoniese en Zoom-onderhoude is gevoer (as gevolg van die vereiste COVID-19-protokolle), met studie-respondente wat gekies is deur middel van doelgerigte steekproefneming, wat die navorser die geleentheid gebied het om die kennis wat sy en andere gehad het oor die studieveld te gebruik. Die data wat versamel is, is deur middel van tematiese inhoudsanalise ontleed om die bevindings volgens temas in ooreenstemming met die doelstellings van die studie en in ooreenstemming met die temas wat onder die literatuuroorsig bespreek is, te kategoriseer. Die bevindinge van die studie toon dat daar op papier belangrike wetgewende raamwerke en beleid vir landelike ontwikkeling in Suid-Afrika bestaan, wat die Omvattende Program vir Landelike Ontwikkeling insluit. Die meeste persone met wie onderhoude gevoer is, het geglo dat die beleidsraamwerk voldoende was. Inisiatiewe vir landelike ontwikkeling in IYM het egter nie daarin geslaag om effektiewe oplossings vir landelike lewensonderhoud te lewer nie. Dit is ondanks die fokus op sleutelkwessies soos bemagtiging van vroue op die platteland, jeugbemagtiging en die prioriteit van landbou as die belangrikste ekonomiese aktiwiteit. Volgens die onderhoude is hierdie mislukking te wyte aan 'n aantal kwessies, waaronder die kompleksiteit van konkurrente funksies, asook die aard van regeerkunde in die munisipaliteit, wat 'n belemmering is vir die ontwikkeling van doeltreffende inisiatiewe vir landelike ontwikkeling. Dit sluit in die gebrek aan kapasiteit en finansiële vermoëns van landelike munisipaliteite soos IYM om strukturele uitdagings soos armoede op die platteland en die gebrek aan ekonomiese aktiwiteite in landelike gebiede aan te spreek, asook probleme soos korrupsie. Die studie word afgesluit met enkele aanbevelings.
