ENGLISH ABSTRACT: Spatial transformation is a necessary part of democratic processes in the build up to the local government election in South Africa. The spatial demarcation of municipalities and wards is implemented by the Municipal Demarcation Board (MBD), an independent body as enshrined in the Constitution of the Republic of South Africa. The board is mandated to review municipal boundaries every five years prior to the upcoming municipal elections. The process in which political parties change municipal boundaries to adversely influence voting outcomes is referred as gerrymandering. This study investigates the possibility of gerrymandering in the South Africa’s spatial transformation process as conducted by the MDB. The objectives of the research include examining the demarcation principles and processes by the independent electoral commission and MDB in order to design an analysis framework to assess the effect of municipal boundary changes on the outcome of voter results in local government elections. The study tests the equal means relations of voting results in areas affected by boundary changes prior to the local government elections using ANOVA. The results were statistically significant for both the 2011 and 2016 elections in both wards and municipalities. Thus, the political party election results were able to show the presence of potential gerrymandering in wards and municipalities affected by boundary changes. The novelty of this study is that it opens further analysis within the South African democratic projects from an integrated view of the electoral and spatial perspectives. AFRIKAANSE OPSOMMING: Ruimtelike transformasie is 'n noodsaaklike deel van demokratiese prosesse in die opbou tot die plaaslike regeringsverkiesing in Suid-Afrika. Die ruimtelike afbakening van munisipaliteite en wyke word geïmplementeer deur die Munisipale Afbakeningsraad (MBD), 'n onafhanklike liggaam soos verskans in die Grondwet van die Republiek van Suid-Afrika. Die raad het die mandaat om munisipale grense elke vyf jaar voor die komende munisipale verkiesings te hersien. Die proses waarin politieke partye munisipale grense verander om stemuitkomste nadelig te beïnvloed, word na verwys as gerrymandering. Hierdie studie ondersoek die moontlikheid van gerrymandering in die Suid-Afrika se ruimtelike transformasieproses soos uitgevoer deur die MDB. Die doelwitte van die navorsing sluit in die ondersoek van die afbakeningsbeginsels en -prosesse deur die onafhanklike verkiesingskommissie en MDB ten einde 'n ontledingsraamwerk te ontwerp om die effek van munisipale grensveranderinge op die uitslag van kiesersuitslae in plaaslike regeringsverkiesings te bepaal. Die resultate was statisties betekenisvol vir beide die 2011- en 2016-verkiesing in beide wyke en munisipaliteite. Die verkiesingsuitslae van die politieke party kon dus die teenwoordigheid van gerrymandering in wyke en munisipaliteite wat deur grensveranderinge geraak is, aantoon. Hierdie artikel is relevant omdat dit verdere ontleding binne die Suid-Afrikaanse demokratiese projekte open vanuit 'n geïntegreerde siening van die verkiesings- en ruimtelike perspektief.
