ENGLISH ABSTRACT: Local municipalities maintain administrative control and accountability over the administration of the land use development process within their area of jurisdiction. These local municipalities not only have to accept land development applications, but also need to have a process in place to assess, advertise and decide on applications. Existing available evidence on the rate of processing of land development applications, the factors influencing this process, and the possible impact on the economy is mostly anecdotal in nature. Without an objective analysis of the factors (from a South African perspective) influencing adherence to timeframes, and a comprehensive quantitative analysis of the timeframes of land development applications, best practice knowledge distribution remains limited. The purpose of this research was to investigate the efficiency of processing of land development applications at Stellenbosch Municipality as a detailed case study with a specific focus on the overall timeframes involved. By undertaking a detailed quantitative evaluation of each phase within the land development process of Stellenbosch Municipality the results indicated that the assessment and decision phases represent the biggest challenge for adhering to the timeframes for processing of applications. Key factors identified as impacting the land development process of Stellenbosch Municipality include process capacity constraints (numbers), lack of effective application tracking system, delayed comments from organs of state, and requests for additional information. Recommendations for the improvement of the overall efficiency of the land development application process is provided based on the overall findings. AFRIKAANSE OPSOMMING: Plaaslike munisipaliteite handhaaf administratiewe beheer en aanspreeklikheid oor die administrasie van die grondgebruikontwikkelingsproses binne hulle jurisdiksiegebied. Hierdie plaaslike munisipaliteite moet nie net grondontwikkelingsaansoeke ontvang nie, maar moet ook 'n proses in plek hê om aansoeke te evalueer, te adverteer en daaroor te besluit. Beskikbare inligting rakende die tempo van verwerking van grondontwikkelingsaansoeke, die faktore wat hierdie proses beïnvloed, en die moontlike impak op die ekonomie is meestal anekdoties van aard. Sonder 'n objektiewe ontleding van die faktore (vanuit 'n Suid-Afrikaanse perspektief) wat die nakoming van voorgeskrewe tydraamwerke beïnvloed, en 'n omvattende kwantitatiewe ontleding van die tydraamwerke van grondontwikkelingsaansoeke, is die verspreiding van beste praktykkennis beperk. Die doel van hierdie navorsing was om die doeltreffendheid van die verwerking van grondontwikkelingsaansoeke by Stellenbosch Munisipaliteit te ondersoek as 'n gedetailleerde gevallestudie met 'n spesifieke fokus op die algehele tydraamwerke betrokke. Deur 'n gedetailleerde kwantitatiewe evaluering van elke fase binne die grondontwikkelingsproses van Stellenbosch Munisipaliteit te onderneem, het die resultate aangedui dat die assesserings- en besluitnemingsfases die grootste uitdaging is om by die tydraamwerke vir die verwerking van aansoeke te hou. Sleutelfaktore wat geïdentifiseer is wat die grondontwikkelingsproses van Stellenbosch Munisipaliteit beïnvloed, sluit in kapasiteitsbeperkings (getalle), die afwesigheid van ‘n doeltreffende aansoekopsporingstelsel, vertragings in die ontvangs van kommentaar van staats departemente, en versoeke vir bykomende inligting rakende aansoeke. Gebaseer op die faktore wat die verwerking van grondontwikkelingsaansoeke by Stellenbosch Munisipaliteit beïnvloed word aanbevelings gemaak om die doeltreffendheid van die prosessering van aansoeke te verbeter.
