ENGLISH ABSTRACT: This thesis focuses on water service delivery in Enkanini informal settlement, located on the outskirts of Stellenbosch town. It regards Stellenbosch Municipality as an agent of the developmental state. Within the municipal institution, the engineering of water services is addressed, but a focus on ecological systems and social development is neglected. Based on the unsafe, inconvenient, and undignified services available to residents living in Enkanini, it is argued that Stellenbosch Municipality is failing to provide water delivery. Moreover, residents are negatively affected by river pollution. Therefore, the Municipality is seen as a dysfunctional agent of the developmental state in Enkanini. This is deduced from tender outsourcing as well as externalisation and deregulation that financialises and commodifies water delivery (Ballestro, 2019). Social welfare elements in water service delivery are missing, which jeopardises democratic citizenship rights and deepens inequality and inaccessibility. This dysfunctionality also extends to the absence of ecology or environment-related matters in the developmental state ideology and water service delivery. This qualitative study uses a case study research design method alongside semi-structured interviews. On one hand, the case study shows a specific and unique communication process and relationship between Enkanini and Stellenbosch Municipality, through residents, ward council committees, politicians, engineers, and administrators. Yet, on the other hand, these case study findings show local government to be ‘in crisis’ because of the burden placed on municipalities to redress social and spatial inequalities stemming from apartheid’s racial urban planning. The thesis demonstrates that the developmental state is helpful for understanding the development of water service delivery in informal settlements in South Africa. Firstly, it offers a fresh perspective of understanding municipal institutions as flawed neoliberal agents of development. Secondly, the transdisciplinary and ubiquitous nature of the water sector highlights the gap between ecology and the developmental state. Thirdly, using the developmental state ideology in an African context critiques the meaning of democracy. This transforms not only the development of water delivery, but also the compromise of human and citizenship rights where service delivery is concerned. AFRIKAANSE OPSOMMING: Hierdie tesis fokus op waterdienslewering in die informele nedersetting Enkanini, aan die buitewyke van die stad Stellenbosch, en verstaan die Stellenbosch-munisipaliteit as 'n agent van die ontwikkelingsstaat. Binne die munisipale instelling word die ingenieurswese van waterdienste aangespreek, maar die fokus op ekologiese stelsels en maatskaplike ontwikkeling word afgeskeep. Daar word aangevoer dat die Stellenbosch Munisipaliteit versuim om waterlewering aan inwoners wat in Enkanini woon te verskaf, gegrond op die onveilige, ongerieflike en onwaardige dienste. Boonop word inwoners ook negatief deur rivierbesoedeling geraak. Daarom word die munisipaliteit gesien as 'n disfunksionele agent van die ontwikkelingstaat in Enkanini. Dit word afgelei uit uitkontraktering, asook eksternalisering en deregulering wat waterlewering finansier en kommodifiseer (Ballestro, 2019). Maatskaplike welsynselemente ontbreek in waterdienslewering wat demokratiese burgerskapregte in gedrang bring asook ongelykheid en ontoeganklikheid verdiep. Hierdie wanfunksionaliteit strek ook tot die afwesigheid van ekologie of omgewingsverwante sake in die ontwikkelingstaatsideologie en waterdienslewering. Hierdie kwalitatiewe navorsing gebruik 'n gevallestudie navorsingsontwerpmetode saam met semi-gestruktureerde onderhoude. Aan die een kant toon die gevallestudie 'n spesifieke en unieke kommunikasieproses en verhouding tussen Enkanini en die Stellenbosch Munisipaliteit instelling, deur inwoners, wyksraad, politici, ingenieurs en administrateurs. Tog, aan die ander kant, toon hierdie gevallestudiebevindinge dat plaaslike regering in 'n ‘krisis’ verkeer as gevolg van die las wat op munisipaliteite geplaas word om sosiale en ruimtelike ongelykhede reg te stel wat deur apartheid se rasse-stedelike beplanning geskep word. Die tesis demonstreer dat die ontwikkelingstaatsdiskoers nuttig is om die ontwikkeling van waterdienslewering in informele nedersettings in Suid-Afrika te verstaan. Eerstens bied dit 'n vars perspektief om munisipale instellings as gebrekkige neoliberale agente van ontwikkeling te verstaan. Tweedens beklemtoon die transdissiplinere en alomteenwoordige aard van die watersektor die gaping tussen ekologie en die ontwikkelingstoestand. Derdens, deur die ontwikkelingstaatsideologie in 'n Afrika-konteks te gebruik, word kritiek gelewer op die betekenis van demokrasie. Dit transformeer nie net die ontwikkeling van waterlewering nie, maar ook die kompromie van mense- en burgerskapregte wat dienslewering betref.
