The insurmountable backlog of free, state-provided housing is a greatly debated topic of discourse in South Africa. While South Africa has made substantial progress in the delivery of houses, there is still a huge unmet demand. As the government struggles to meet demand, informal settlements and land invasions have become sites of survival for many South Africans as they take decisive action in the face of their unfulfilled rights to safe and adequate shelter, as enshrined in the Constitution. This paper investigates the housing issue as a result of insufficient low-income, affordable housing and the expansion of land invasions in Stellenbosch, specifically the Enkanini settlement. Data collection took place using a referral system and municipal authorities and registered town planners from Stellenbosch were interviewed. Municipal officials acknowledged the housing problem Stellenbosch faces and the municipality has a housing development planned that is designed to meet targets of the “Housing Pipeline” by delivering a mixed typology housing development.
