The extent to which South African cities have been successful in achieving spatial transformation has been a priority for local and national government since the creation of the new democratic order. The notion of spatial transformation of cities has emerged as a key element of evolving spatial planning and policy in South Africa subsequent to 1994. This study seeks to investigate how Buffalo City Metropolitan Municipality respond to spatial transformation through policy frameworks and how such policies have contributed towards geographical change or spatial transformation within the municipality. The study used mixed methods to collect data which entail a combination of both qualitative and quantitative approaches to research. Municipal strategic policies such as the Spatial Development Frameworks, Integrated Development Plan, Built Environment Performance Plans and other policies were employed to investigate how the municipality responds to spatial transformation through policy frameworks. Municipal respondents in key departments of the municipality provided insight regarding the municipal responses to spatial transformation through policy frameworks and the effectiveness of such policies. The application of ArcMap 10.5, United States Geological Survey and Environmental Systems Research Institute was utilized to conduct spatial analysis to track spatial changes and land use changes over the years 1998-2013 and 2000-2020. The findings of the study indicate that the strategic planning policies adopted by the municipality are marginally effective in addressing the spatial challenges and the spatial transformation agenda. As much as the municipality has clear policy frameworks to spatial transformation, there are various factors that influence the steady progress of spatial transformation. The common factor that contributes to the slow progress on spatial transformation in Buffalo City Metropolitan Municipality is the divergence of priorities within the Council that tend to sacrifice the long term spatial transformation agenda in favor of short term agendas. The study also notes that the spatial plans and other key strategic planning policies adopted by Buffalo City Metropolitan Municipality remain key in driving the spatial transformation agenda, however this requires financial resources as well as capacity to implement catalytic spatial transformation projects successfully.
