ENGLISH SUMMARY: Namibia developed the National Policy on Orphans and Vulnerable Children in 2004 to address the plight of children who were negatively impacted by the HIV/AIDS pandemic and other social evils. The country has never conducted a formal review of the policy; however, the findings revealed that only selected objectives of the policy have been met. From this departure point, it is evident that there is a need to develop a new policy framework for children in Namibia to respond to the evolving needs of children. To ensure the effective development and implementation of a new child policy framework, Namibia needs a set of good-quality indicators to not only monitor the conditions of children, but to also address gaps and promote sound policy outcomes. These quality indicators can be aligned to measure child well-being. Adapting a child well-being approach is beneficial because it provides a multidimensional scope to collect comprehensive data on children in Namibia. The research study confirmed that data is available on child well-being in the various national surveys, international child protection reports and evaluation studies on Namibia, although not comprehensive. It has also emerged that these data are not consolidated into one instrument and are scattered across various national research mechanisms. Proposed approaches to this challenge are to either refine and institutionalise comprehensive child well-being indicators in existing research mechanisms or to adapt a child well-being index for Namibia. The study further proposes a child well-being indicator framework that combines data from existing research instruments and indicators that are useful to address the identified gaps. AFRIKAANSE OPSOMMING: Namibie het die Nasionale Beleid oor Weeskinders en Kwesbare Kinders in 2004 ontwikkel om die nood van kinders wat negatief deur die MIV/vigs-pandemie en ander sosiale euwels geraak is, te verlig. Die land het nog nooit ʼn formele hersiening van die beleid uitgevoer nie, en hierdie studie het bevind dat slegs enkele doelstellings van die beleid bereik is. Vanuit hierdie uitgangspunt is dit duidelik dat daar ʼn behoefte is aan ontwikkeling van ʼn nuwe beleidsraamwerk vir kinders in Namibie wat toegespits is op die veranderende behoeftes van kinders. Ten einde die doeltreffende ontwikkeling en implementering van ʼn nuwe kinderbeleidsraamwerk vir Namibie te verseker, benodig die land gehalte-aanwysers om nie net die omstandighede van kinders te monitor nie, maar ook gapings te hanteer en goeie beleidsuitkomste te bevorder. Hierdie gehalte-aanwysers kan in lyn gestel word om kinderwelstand te meet. Die gebruik van ʼn kinderwelstandbenadering sal voordelig vir Namibie wees, want dit is multidimensioneel en bied aan die land ʼn geleentheid om die omvang van dekking van kinderaanwysers te verbreed. Hierdie navorsingstudie het bevestig dat daar data oor kinderwelstand in die onderskeie nasionale opnames, internasionale kinderbeskermingsverslae en evalueringstudies oor Namibie is, maar dat dit nie omvattend is nie. Daar is ook bevind dat hierdie data nie in een instrument gekonsolideer is nie en oor verskeie nasionale navorsingsmeganismes versprei is. Voorgenome benaderings tot hierdie uitdaging is om of omvattende kinderwelstandaanwysers in bestaande navorsingsmeganismes te verfyn en te institusionaliseer, of om ʼn kinderwelstandindeks te wysig vir gebruik deur Namibie.
