ENGLISH SUMMARY: Municipalities in the country have a responsibility of supplying municipal elementary water and sanitation to its communities effectively and sustainably. Access towards basic services like proper sanitation, reliable, clean, and safe water is important to everybody’s wellbeing. Discontent about proper sanitation services and water supply in the country is showed by way of protests on poor service delivery. Nonetheless, the distribution of water supply and sanitation in many local authorities still indicates that problems and backlogs exist. Makana Local Municipality (MLM), just like any other local authority, is not immune to such challenges. Using MLM as a case study, this study explores the service delivery challenges faced by MLM regarding the efficient supply of water services as well as proper sanitation. The ineffective distribution of these basic services could be as a result of numerous factors, including inadequate municipal budgets, a shortage of qualified and experienced personnel, resource capacity challenges such as storing enough water, ageing infrastructure, insufficient revenue, and unresolved backlogs. The study used a literature review to survey the numerous studies done on the problems faced by local governments, particularly municipalities faced with water supply and sanitation services delivery. The research utilised a descriptive and cross-sectional research design method. Data collection method utilised a qualitative and quantitative approach in a form of questionnaires and interviews. Portfolio councillors, municipal staff, residents, and university staff received questionnaires. The researcher did interviews with the ward councillor of ward 4 and the focus group of ward 1. The study gathered primary data from 19 residents, 14 municipal employees, and 1 portfolio councillor member by making use of a questionnaire. One interview was done with a ward councillor while the researcher also interviewed a focus group consisting of 9 members. The sample size of 50 participates was selected however, only 37 respondents participated. Secondary data included data from books, articles, journals, newspaper articles, government papers, internet sources, Municipal Annual Reports (ARs), and Integrated Development Plans (IDPs). The outcomes of the study suggested that MLM is faced with challenges related to basic water supply and sanitation that emerged from the factors mentioned above. Findings suggest that the service delivery at MLM is not rendered effectively and sustainably. Respondents agreed that the municipality has problems in supplying water and proper sanitation services; although, in certain instances, there were differing viewpoints, especially regarding relevant skills shortages. The study concluded that MLM is faced with water and sanitation challenges that require urgent attention. This study might as well help residents of MLM to realize the dynamics and difficulties faced by MLM in the efficient provisioning of basic water supply and sanitation. Detailed suggestions were made to help the MLM in improving these services. AFRIKAANSE OPSOMMING: Suid-Afrikaanse munisipaliteite het die verantwoordelikheid om water- en sanitasiedienste op so ’n wyse aan hulle gemeenskappe te voorsien dat dit doeltreffend en volhoubaar is. Basiese toegang tot betroubare, skoon en veilige water, sowel as behoorlike sanitasie, is belangrik vir welsyn. Ontevredenheid oor die verskaffing van water- en ordentlike sanitasiedienste in die land is by wyse van protesoptredes oor dienslewering deur sommige inwoners getoon. Desnieteenstaande is daar nog etlike probleme en agterstande ten opsigte van water- en sanitasiedienslewering. Die Makana Plaaslike Munisipaliteit, soos enige ander plaaslike owerheid, is nie immuun teen sulke uitdagings nie. Die studie het gefokus op die diensleweringsuitdagings wat die Makana plaaslike munisipaliteit oor die voorsiening van water en sanitasie in die gesig staar. Die oneffektiewe lewering van hierdie basiese dienste kan die gevolg van verskeie faktore wees insluitend onvoldoende munisipale begrotings, ‘n tekort aan gekwalifiseerde en ervare personeel, hulbron vermoe uitdagings soos die berging van genoeg water, ou infrastuktuur, onvoldoende inkomste en onopgelosde agterstande. ’n Literatuuroorsig van talle studies oor die uitdagings van dienslewering deur plaaslike regerings, veral wat munisipaliteite betref, is uitgevoer. Die studie het van ’n beskrywende en deursnee-navorsingsontwerpmetode en ’n driehoek-, of gemengde navorsingsmetodologie, gebruik gemaak. Primere data is deur middel van vraelyste aan 25 inwoners, 19 munisipale werknemers en een portefeuljekomiteelid bekom en onderhoude is gevoer met een wyksraadslid terwyl die navorser ook ‘n onderhoud gevoer het met ‘n fokusgroep in wyk 1. Die data-insameling was bedoel om uit ’n monster van 50 deelnemers getrek te word, maar ’n totaal van 37 respondente het deelgeneem. Sekondere data is bekom uit boeke, koerantartikels, tydskrifte, regeringspublikasies, internetbronne, jaarverslae van munisipaliteite en geintegreerde ontwikkelingsplanne. Bevindings dui daarop dat die dienslewering by Makana Plaaslike Munisipaliteit nie doeltreffend en volhoubaar is nie. Hierdie bevindings toon dat al die respondente dit eens is dat die munisipaliteit probleme het met die verskaffing van water- en sanitasiedienste, hoewel daar in sekere gevalle verskillende sienswyses bestaan, veral oor ’n tekort aan vaardighede. Die studie het tot die slotsom gekom dat die munisipaliteit water- en sanitasie-uitdagings het wat dringend aandag verg. Die studie mag ook moontlik die inwoners van Makana help om die dinamika en uitdagings te begryp wat die munisipaliteit in die gesig staar om doeltreffend voorsiening te kan maak vir water en sanitasie. Sekere aanbevelings is gemaak om die munisipaliteit te help om hierdie dienste te verbeter.
