ENGLISH SUMMARY: Political instability leading to internal conflict has negatively affected the well-functioning of the Dr Beyers Naude Local Municipality. This study was aimed at assessing the effects of political instability. This study employed a qualitative research method and a case study research design. Data was collected using both primary and secondary sources, primary data was collected using interviews. Thematic analysis was utilised for data analysis. The stud was aimed at determining the factors that have led to ineffective service delivery in local government since 1994, to identify the impact of political instability and its role to local municipality clashes as well as to understand the effects of political instability on service delivery within Dr Beyers Naude local municipality. The study revealed that the main factor that has led to ineffective service delivery is the system of cadre deployment coupled with lack of finance within the municipalities. The study has also revealed that political instability within the municipality has had a negative impact within the municipal as it has led to sabotaging of different officials because they don’t belong to a certain faction crippling the delivery of services. The people interviewed included the political leadership and administrative management indicated that lack of separation between politics and administration within the local government setup has contributed unethical tendering and supply chain management processes. In addition, the manipulation of overtime by employees, poor communication with the residence, non-compliances and poor attendance in meetings. The study recommends several measures to minimise the political instability that affects service delivery including restructuring of the economy, clear distinction between the State and the Party, clear roles and responsibilities of office bearers in municipalities, and building strong institutions. AFRIKAANSE OPSOMMING: Die politieke onstabiliteit benadeel dienslewering by die Dr Beyer’s Naude plaaslike munisipaliteit. Die Munisipaliteit beskik oor sy grondwetlike mandaat soos voorgeskryf in die Grondwet (RSA, 1996), artikel 152. Die doel van hierdie studie is onder meer om 'n meer in-diepte begrip te kry van die politieke onstabiliteit wat in die Dr Beyers Naude Munisipaliteit heers, en om dit verder te ondersoek. Die politieke onstabiliteit in plaaslike regering het die munisipaliteit omskep in ‘n slagveld. Die doel van die navorsingstudie is om die politieke omgewing in plaaslike regering te analiseer en te evalueer. Die fokus sal wees om ‘n begrip te kry vir die redes vir die politieke onstabiliteit wat algemeen in munisipaliteite ervaar word; die neigings en gedragspatrone wat hul manifesteer ten opsigte van sulke onstabiliteite sal bespreek word. Die verhouding tussen die verskynsel van politieke onstabiliteit en dienslewering sal ook ontleed word. Die probleem is dat daar geen skeiding tussen die politieke party en die staat is nie, veral op plaaslike regeringsvlak. Politieke partye moet hul daarvan weerhou om munisipaliteite as platform vir streeks- of nasionale politiek te gebruik en moet ophou om in die besluitneming van die munisipale administrasie in te meng. Hierdie studie gaan vanaf die standpunt uit dat politieke onstabiliteit die lewering van dienste benadeel, en dat die protes en uitdagings wat ervaar word simptomaties is van ‘n gebrek aan goeie bestuur, en kan hierbenewens toegeskryf word aan politieke inmenging, die gebrek aan aanspreeklikheid, beperkinge van kapasiteit, korrupsie, swak beplanning en munisipale kapasiteitsbeperkings onder andere. Die metode wat ingespan word om die studie te voltooi is om van 'n kwalitatiewe benadering gebruik te maak en slegs nie-numeriese data sal tydens die navorsing gebruik word. Hierdie benadering sal help om 'n dieper analise van die probleem te bekom; asook om redes te vind vir die politieke onstabiliteit en die gevolglike implikasies, en ook om insig te verkry in die oorsake van politieke onstabiliteit in munisipaliteite. Die mense met wie die onderhoude mee gevoer sal word in hierdie studies sal deur middel van vraelyste hul sienings weergee. Hierdie persone sal die politieke leierskap en administratiewe bestuur in die groep uitmaak. Sleutelbevinding van die studie is: (a) Baie twyfelagtige tenderpraktyke wat gevolg word (b) Manipulering van oortyd deur werknemers (c) Baie swak kommunikasie met die inwoners (d) Selfs statutere vereistes wat nie nagekom word nie. (e) Baie swak bywoning van raadsvergaderings (f) Baie swak instandhouding van munisipale infrastruktuur – wat uiteindelik dienslewering ernstig benadeel. Die studie beveel voorts aan verskeie maatreels om die politieke onstabiliteit wat die diensleweringsherstrukturering van die ekonomie beinvloed, te verminder; dat 'n duidelike onderskeid tussen die staat en die party getref word; dat duidelikheid verkry word en verantwoordelikhede van ampsdraers in munisipaliteite behoorlik uitgespel word; en hiernaas dat die behoefte om sterk instellings te bou nagekom word.
