ENGLISH SUMMARY: The purpose of the study was to establish the perceived benefits of Enterprise Content Management (ECM) implementation in the Western Cape Government (WCG), investigate the impact on administrative processes and determine the effect on electronic records management. The study evaluated whether enterprise content management could improve administrative efficiency in government departments. Eight Records, Information and Knowledge Managers of the eight selected departments where Enterprise Content Management has been implemented, together with one Project Implementation Manager were selected and interviewed. Purposeful and convenience sampling was used in selecting these experts from different departments. Document analysis and semi-structured interviews were used to collect data and thematic content analysis was used to analyse it. The study revealed that implementing an Enterprise Content Management system can lead to, among other things, an increased compliance environment and increased opportunities to tap into many areas of expertise, such as Information Technology, Records Management, and Knowledge Management, all while supporting the department’s overall goals. This study concludes that enterprise content management needs to align and support the department’s business processes to ensure its effectiveness. The study also revealed some barriers faced by Western Cape Government in achieving full implementation and benefits of the system. Some of the barriers included inadequate funding, lack of management support, inadequate implementation of ECM in selected departments, delayed implementation of Advanced Electronic Signatures. Recommendations made in the study suggest that Western Cape Government should invest and support full implementation of ECM when it is introduced in a department, enabling access to all employees across the organisation to ensure full impact of the system. Another key recommendation is that Implementors of projects need to engage Senior Managers, especially the Heads of Department of different WCG departments, to boost their buy-in and support of the system. Further studies may be beneficial for WCG once all thirteen departments have fully implemented ECM. AFRIKAANSE OPSOMMING: Die doel van die studie was om die waargenome voordele van die implementering van Ondernemingsinhoudsbestuur (OIB) in die Wes-Kaapse Regering (WKR) vas te stel,die impak op die administratiewe prosesse te ondersoek en die effek op die elektroniese rekordbestuur te bepaal. Die studie evalueer die mate waartoe administratiewe doeltreffendheid in staatsdepartemente deur ondernemingsinhoudbestuur verbeter word. Onderhoude is met die onderskeie Projek-implementeringsbestuurders en Rekords-, Inligting- en Kennisbestuurders uit agt geselekteerde departemente waar die OIB-stelsel geimplementeer is gevoer. Doelgerigte en geriefs steekproefneming is gebruik om hierdie kundiges uit verskillende departemente te selekteer. Dokument analise en semi-gestruktureerde onderhoude is gebruik om data in te samel en met behulp van tematiese inhoudsontleding te ontleed. Die studie wys dat in die ondersteuning van die department se algehele doelwitte, die implementering van ‘n OIB-stelsel onder andere ‘n verhoogde nakomingsomgewing tot gevolg kan he, maar verder ook meer geleenthede bied vir die ontginning van kundigheid in areas soos Inligtingstegnologie, Rekordbestuur en Kennisbestuur. Die studie maak die gevolgtrekking dat ten einde die doeltreffendheid van OIB te verseker, dit met die die departement se besigheidsprosesse belyn moet wees. Die studie het ook ‘n paar struikelblokke ontbloot wat die Wes-Kaapse Regering moet oorkom ten einde die volle voordeel uit die implementering te put. Sommige van die struikelblokke sluit onvoldoende befondsing, gebrek aan bestuursondersteuning, onvoldoende implementering van OIB in geselekteerde departemente en vertraagde implementering van Gevorderde Elektroniese Handtekeninge in. Die studie stel voor dat wanneer die OIB-stelsel in n department ingestel word, die WKR die volle implementering as n belegging moet ondersteun, sodat toegang tot alle werknemers in die organisasie moontlik is ten einde die volle impak van die stelsel te verseker. Nog ‘n sleutelaanbeveling is dat die Implementeerders van projekte soos Senior Bestuurders, en veral die Departementshoofde van verskillende WKRdepartemente, betrek moet word om die stelsel-implementering ‘n hupstoot te gee. Verdere studies kan voordelig wees vir WKR sodra al dertien departemente OIB ten volle geimplementeer het.
