ENGLISH SUMMARY: This research takes place in the realm of organisational performance management (OPM) in local government municipalities in South Africa. The research investigates the use of an interactive improvement approach to OPM. Although several models have been developed and adapted for use in municipalities, these models are not always implemented. With increased demand for service delivery, an improvement approach that is all-inclusive is required. The research question is thus: How can an iterative approach to organisational performance management improve service delivery in South African local government, with a specific focus on metropolitan municipalities? The research question is addressed through a review of various other models that are used in the private and public sector with an emphasis on the balanced scorecard (BSC). The works of various authors are combined to design a new model for use in metropolitan municipalities in South Africa. It is thought that with this approach, improvement can be obtained on key performance indicators. Initially, literature and legislation were reviewed, followed by the collection of secondary data. Secondary data was collected on the current reality of OPM in metropolitan municipalities through review of a new circular that was introduced by the National Treasury and audit report data from the Auditor-General of South Africa (AGSA). Primary data was collected through semi-structured interviews with experts in the field of OPM in the national, provincial and local government spheres. Directly and indirectly, this primary and secondary data was combined in conjunction with the literature and legislation and used to design the Local Government: Iterative Performance Improvement Model (LG: IPIM). The difference between this novel model and other models that were reviewed, is that the LG: IPIM identifies and utilises the four phases of OPM, raises key questions, iterates within and between the four OPM phases and identifies cause-and-effect relationships as non-statistical relationships. The LG: IPIM was simulated using the National Treasury functional key performance indicators (KPIs). AFRIKAANSE OPSOMMING: Die konteks van hierdie navorsing is Organisatoriese Prestasiebestuur (Organisational Performance Management – OPM) in munisipaliteite van die plaaslike regering in Suid-Afrika. Die studie ondersoek die gebruik van 'n iteratiewe verbeteringsbenadering tot OPM. Hoewel verskeie modelle ontwikkel en aangepas is vir gebruik deur munisipaliteite, word hierdie modelle nie altyd geimplementeer nie. Die toenemende vraag na dienslewering vereis 'n allesomvattende verbeteringsmodel. Die navorsingsvraag kan dus soos volg geformuleer word: Hoe kan 'n iteratiewe benadering tot Organisatoriese Prestasiebestuur benut word om dienslewering in die plaaslike regering in Suid-Afrika te verbeter, met metropolitaanse munisipaliteite as spesifieke fokus? Om die navorsingsvraag te beantwoord, is daar gekyk na verskeie ander modelle wat in die private en openbare sektor gebruik word, met die klem op die Gebalanseerde Telkaart. Die modelle van verskeie praktisyns is gekombineer om 'n nuwe model te ontwerp vir gebruik in metropolitaanse munisipaliteite in Suid-Afrika. Daar word geglo dat hierdie benadering tot die verbetering van sleutelprestasie-aanwysers kan lei. Daar is met 'n oorsig van tersaaklike literatuur en wetgewing begin. Dit is opgevolg deur die insameling van sekondere data oor die huidige stand van OPM in metropolitaanse munisipaliteite deur te kyk na 'n nuwe omsendbrief van die Nasionale Tesourie en ouditverslagdata van die ouditeur-generaal van Suid-Afrika. Primere data is ingesamel deur onderhoude te voer met kundiges op die gebied van OPM op nasionale, provinsiale en plaaslikeregeringsfere. Die primere en sekondere data is direk en indirek gekombineer en tesame met die oorsig van die literatuur en wetgewing gebruik om die Plaaslike Regering: Iteratiewe Prestasieverbeteringsmodel (Local Government: Iterative Performance Improvement Model – LG: IPIM) te ontwerp. Die verskil tussen die nuwe model en die ander modelle wat in hierdie studie in ag geneem is, is dat die LG: IPIM die vier fases van OPM identifiseer en benut, en belangrike vrae vra sodat iterasie in en tussen die vier OPM-fases kan plaasvind en oorsaak-en-gevolg-verhoudings as nie-statistiese verhoudings geidentifiseer kan word. Die LG: IPIM is gesimuleer deur die Nasionale Tesourie se funksionele sleutelprestasie-aanwysers te gebruik.
