ENGLISH SUMMARY: Municipal solid waste management (MSWM) is a major problem in developing countries all over the world. In Namibia it is more challenging in small towns under the administration of town councils where solid waste management (SWM) is not prioritised because of the limited funds allocated for this function. The aims of this study were to evaluate the systems of MSWM put in place by the Karibib Town Council (KTC) in Karibib, a town covering an area of about 9 800 hectares located on the Khan River, and to suggest ways in which they may be improved. This study utilised a combination of both empirical and non-empirical methods to evaluate MSWM practices in Karibib against the standards set in the country’s National Solid Waste Management Strategy (NSWMS). The empirical methods used were qualitative in nature and the data were drawn from both primary and secondary sources. The primary data were collected through semi-structured interviews and visual observations, and the secondary data were derived from documents provided by KTC officials. The non-empirical methods were used in the desk study to review the progress made by other researchers in the field of SWM. Analysis of the data indicated that the collection of municipal solid waste (MSW) in Karibib was not in line with the NSWMS requirements as it failed to cover all the populated areas in the town. The urban poor living in informal residential areas were found to be suffering most from the lack of collection services, which in turn exacerbated illegal dumping and littering. Transportation for MSW was found to be sufficient in the town; however, challenges were the lack of garages in the town and problems accessing parts that had to be acquired from elsewhere, hampering the collection process. The disposal of MSW was also found to not be in line with the requirements set out in the NSWMS, which jeopardised public health and the environment. No processing of MSW was found to be taking place in the town. Waste reclaiming that was taking place at the dumpsite was done by the private formal and informal sectors. The informal sector was found not to have been incorporated in any way into the formal waste management system of the town and its contribution not acknowledged. The outsourcing of the collection and disposal functions, the creation of community-based waste management initiatives, the passing of bylaws and the formalisation of the informal sector were found to be some of the most effective methods that could be used by KTC to alleviate some of the problems that they were faced with. AFRIKAANSE OPSOMMING: Munisipale vaste-afvalbestuur (MSWM) is 'n gewigtige probleem in ontwikkelende lande regoor die wereld. In Namibie bied dit selfs nog ’n groter uitdaging, veral in klein dorpies, onder administrasie van dorpsrade, waar vaste afvalbestuur (SWM) weens beperkte fondse, wat vir die funksie toegewys is, nie geprioritiseer word nie. Die doel van hierdie studie was om die stelsels van MSWM, wat deur die Dorpsraad van Karibib (KTC), 'n dorp gelee aan die Khanrivier in 'n gebied van sowat 9,800 hektaar, in plek gestel is, te evalueer, en wyses aan die hand te doen wat hulle kan verbeter. Die studie het 'n samevoeging van empiriese en nie-empiriese metodes aangewend om MSWM-praktyke in Karibib te evalueer teenoor die standaarde wat in die land se Nasionale Vaste-Afvalbestuurstrategie (NSWMS) vervat is. Die empiriese metodes wat aangewend is, was kwalitatief van aard en die data is uit primere en sekondere bronne verkry. Die primere data is ingesamel deur middel van semi-gestruktureerde onderhoude en visuele waarnemings, en die sekondere data is uit dokumente, wat deur KTC-amptenare verskaf is, afgelei. Die nie-empiriese metodes is in die lessenaarstudie aangewend om die vordering, wat deur ander navorsers in die veld van SWM gemaak is, te hersien. Ontleding van die data het getoon dat die versameling van munisipale vaste-afval (MSW) in Karibib nie voldoen aan die NSWMS-vereistes nie, aangesien dit nie al die bewoonde gebiede in die dorp dek nie. Daar is gevind dat stedelike armes, wat informele woongebiede bewoon, die meeste ly onder die gebrek aan versamelingsdienste, wat uiteraard weer onwettige storting en rommelstrooiing in die hand werk. Vervoer vir MSW-doeleindes in die dorp is gevind voldoende te wees, maar uitdagings is egter die tekort aan motothawens in die dorp en gevolglike probleme met die verkryging van onderdele. Die moet van elders bekom word, en belemmer derhalwe die versamelingsproses. Ook is gevind dat die verwydering van MSW nie met die vereistes, soos in die NSWMS uitgestippel, ooreenstem nie, en dat openbare gesondheid en die omgewing gevolglik daardeur nadelig geraak het. Nog ’n bevinding was dat daar geen verwerking van MSW in die dorp plaasvind nie. Die herwinning van afval, wat by die stortingsterrein plaasvind, word deur private, formele en informele sektore behartig. Die informele sektor is geensins op enige wyse by die formele afvalbestuurstelsel van die dorp betrek nie en geen erkenning word aan die se bydrae verleen nie. Die uitkontraktering van die versamelings- en verwyderingsfunksies, die skep van gemeenskapsgebaseerde afvalbestuursinisiatiewe, die aanvaarding van verordeninge en die formalisering van die informele sektor, is van die doeltreffendste metodes wat deur KTC aangewend kan word om sommige van die probleme waarmee hulle gekonfronteer word, te verlig of uit die weg te ruim.
