ENGLISH SUMMARY: In the contemporary world, employee motivation is considered a critical factor for the success and sustainability of any organisation. However, it is considered even more important in public sector organisations because the purpose of employee motivation in these organisations is to achieve public value. The aim of this study was to explore factors affecting employee motivation in the South African public sector with specific focus on the Chemical Industries Education and Training Authority (CHIETA). The study population comprised ninety-six (96) employees from various occupational levels, business units/departments, and provinces. The researcher employed a mixed-method research approach with semi-structured questionnaire and interviews used as collect data. The semi-structured questionnaire targeted all employees of CHIETA, and a purposive sampling technique was used to select a sample size of three interview participants. The quantitative data was analysed using Statistical Package for Social Sciences (SPSS) version 28 for Windows. As such, descriptive statistics based on frequencies were used to generate the frequency tables and pie charts that were used to present data while content analysis was used to analyse qualitative data. The researcher also made use of secondary data such as textbooks, journal articles, websites, electronic newspapers, relevant government publications, and organisational documents such as annual reports. The study findings, based on the analysed data, reveal that employee motivation programmes and/or strategies are not fully practiced at CHIETA. As such, several intrinsic and extrinsic factors that affect employee motivation were identified. Furthermore, some of the motivational programmes and/or strategies implemented, such as employee recognition programme, advancement, and promotional opportunities in conjunction with stressful work environment, were found to be the main drivers of employee demotivation within the organisation. Moreover, the study findings reveal that employee motivation is not outlined in the strategic objectives of the organisation. The study recommends that, for CHIETA to achieve maximum employee motivation, it is imperative that the organisation implements measures, programmes, or strategies that will detect the causes of employee demotivation and guide the organisation toward a motivated workforce. Furthermore, the organisation must prioritise employee motivation in its strategic objectives. The limitations of the study were its smaller selected target population and sample size which limited the generalisability of the study findings to other public sector organisations. For future research, a comparative study employing qualitative research approach and targeting multiple institutions in different spheres of government could improve the understanding and generalisability of factors affecting employee motivation in the South African public sector. The study is of great value to CHIETA management and other public sector organisations in the same industry. It also contributes empirical evidence to the body of knowledge and fills in the research gap that exists regarding the phenomenon of employee motivation in the South African public sector. AFRIKAANSE OPSOMMING: In die hedendaagse wereld word werknemermotivering beskou as ’n kritieke faktor vir die sukses en volhoubaarheid van enige organisasie. Vir instansies in die openbare sektor word dit egter as nog belangriker beskou omdat werknemermotivering in die organisasies ten doel het om waarde vir die publiek toe te voeg. Die doel van hierdie studie was om ondersoek in te stel na faktore wat werknemermotivering beinvloed in die Sektorale Onderwys- en Opleidingsowerheid vir die Chemiese Bedryf (CHIETA), ’n Suid-Afrikaanse staatsonderneming. Die studiepopulasie het bestaan uit ses-en-negentig (96) werknemers uit verskillende beroepsvlakke, besigheidseenhede/departemente, en provinsies. Die navorser het ’n gemengde metode-navorsingsbenadering gevolg, en ’n semigestruktureerde vraelys en onderhoude is gebruik om data in te vorder. Die semigestruktureerde vraelys het al 96 werknemers van CHIETA geteiken, en ’n doelbewuste steekproefneming-tegniek is gebruik om ’n steekproefgrootte van drie deelnemers met wie onderhoude gevoer is te kies. Die kwantitatiewe data is met behulp van die rekenaarprogram Statistical Package for Social Sciences (SPSS) version 28 for Windows ontleed. Die program het beskrywende statistieke gegrond op frekwensies gebruik om die frekwensietabelle en sirkeldiagramme te genereer wat gebruik is om die data aan te bied, terwyl inhoud-ontleding gebruik is vir kwalitatiewe data-ontleding. Die navorser het ook gebruik gemaak van sekondere data soos teksboeke, joernaalartikels, webwerwe, elektroniese koerante, tersaaklike regeringspublikasies, en organisatoriese dokumente soos jaarverslae. Die studiebevindings, gegrond op die data wat ontleed is, toon dat werknemermotiveringsprogramme en/of -strategiee nie in die geheel by CHIETA toegepas word nie. Verskeie intrinsieke en ekstrinsieke faktore wat werknemermotivering beinvloed is dan ook geidentifiseer. Voorts is gevind dat sommige van die motiveringsprogramme en/of -strategiee wat geimplementeer is, soos byvoorbeeld werknemer-erkenningsprogramme, ontwikkelings- en bevorderingsgeleenthede gekombineer met die stresvolle werkomgewing, die hoofaandrywers van werknemer-demotivering in die organisasie is. Verder toon die studiebevindings dat werknemermotivering nie deel uitmaak van die organisasie se strategiese doelwitte nie. Die studie beveel aan dat vir CHIETA om optimale werknemermotivering te bereik, dit noodsaaklik is dat die organisasie maatreels, programme, of strategiee implementeer wat die oorsake van werknemer-demotivering sal vasstel en riglyne aan die organisasie sal verskaf om ’n gemotiveerde werksmag tot stand te bring. Voorts moet die organisasie werknemermotivering in sy strategiese doelwitte prioritiseer. Die studie se beperkings was die kleiner gekose teikenpopulasie en die grootte van die steekproef, wat die veralgemeniseerbaarheid van die studiebevindings met ander staatsorganisasies beperk. Vir toekomstige navorsing kan ’n vergelykende studie wat ’n kwalitatiewe navorsingsbenadering volg en ’n verskeidenheid instansies in verskillende regeringsfere teiken, die verstaan en veralgemeniseerbaarheid van faktore wat werknemermotivering in die Suid-Afrikaanse openbare sektor beinvloed, verbeter. Die studie is van groot waarde vir CHIETA se bestuur en ander openbare instansies in dieselfde bedryf. Dit lewer ook empiriese bewyse aan die kennisliggaam en oorbrug die navorsingsgaping wat bestaan ten opsigte van die fenomeen werknemermotivering in die Suid-Afrikaanse openbare sektor.
