ENGLISH SUMMARY: Poor sanitation is a global phenomenon, especially in informal settlements in developing countries. A lack of sanitation facilities has caused communities in informal settlements to resort to, inter alia, open defecation. This has led to negative impacts on public and environmental health. Swakopmund Municipality has to some extent attempted to address the sanitation challenges in the Democratic Resettlement Community (DRC) informal settlement. However, due to inadequate financing, the challenge still exists. The lack of an environmental sanitation framework for the institution is one of the contributing factors to sanitation challenges in informal settlements. The purpose of this study was to develop an environmental framework for sustainable solutions to sanitation challenges for the DRC informal settlement. The framework will be a guiding document to assist the Swakopmund Municipality in developing effective sanitation solutions and collaborating with the affected community members, as well as other stakeholders such as relevant national ministries and non-profit organisations. It would also enable better coordination of resources and implementation of sanitation solutions, as well as establishing the roles that each key stakeholder needs to play to achieve sustainable sanitation in informal settlements. The study used the qualitative research method and data was collected through observations, face-to-face interviews and focus group discussions. The non-probability or purposive sampling technique was applied to select the participants. The interviews were recorded, transcribed and coded into themes. The study revealed that there were inadequate sanitation facilities in the DRC informal settlement and the available facilities were in a poor condition, despite the efforts from the Municipality to address poor sanitation in the informal settlement. More still needs to be done, but the challenge is inadequate funding. An environmental framework will be of benefit to the Municipality to address poor sanitation and implement lasting sustainable solutions. It is recommended that this framework be developed in consultation with the affected community members of the DRC informal settlement. It is also recommended that key stakeholders be identified to coordinate resources and address the sanitation challenges collectively. AFRIKAANSE OPSOMMING: Gebrekkige sanitasie is 'n wereldwye verskynsel, veral in informele nedersettings in ontwikkelende lande. ’n Gebrek aan sanitasiegeriewe het meegebring dat gemeenskappe in informele nedersettings hulle onder meer tot openbare ontlasting wend. Dit het negatiewe impakte op openbare en omgewingsgesondheid tot gevolg. Die Swakopmundse Munisipaliteit het in 'n mate probeer om die sanitasie-uitdagings in die DRC informele nedersetting aan te spreek, maar weens onvoldoende befondsing bestaan die uitdaging steeds. Die gebrek aan 'n omgewingsanitasieraamwerk vir die instelling is een van die bydraende faktore tot sanitasie-uitdagings in informele nedersettings. Die doel met hierdie studie was om 'n omgewingsraamwerk vir volhoubare oplossings van sanitasie-uitdagings in die DRC (Demokratiese Hervestigingsgemeenskap) informele nedersetting te ontwikkel. So ’n raamwerk sal 'n rigtinggewende dokument wees om die Swakopmundse Munisipaliteit by te staan met die ontwikkeling van doeltreffende sanitasie-oplossings, samewerking met die gemeenskapslede wat geraak word, sowel as met ander belanghebbendes soos relevante nasionale ministeries en nie-winsgewende organisasies. Dit sal ook die koordinering van hulpbronne en die implementering van sanitasie-oplossings verbeter, asook die bepaling van die rolle wat iedere sleutelbelanghebbende in die bereiking van volhoubare sanitasie in informele nedersettings moet speel. Die studie het die kwalitatiewe navorsingsmetode toegepas en data is deur waarnemings, persoonlike onderhoude (“face-to-face”) en fokusgroepbesprekings ingesamel. Die nie-waarskynlikheid, of doelgerigte steekproeftegniek, is aangewend om die deelnemers te selekteer. Die onderhoude is opgeneem, skriftelik neergestip en in temas gekodeer. Die studie het aan die lig gebring dat daar onvoldoende sanitasiefasiliteite in die DRC informele nedersetting is en dat die beskikbare fasiliteite in ’n gebrekkige toestand is. Ondanks pogings van die Munisipaliteit om gebrekkige sanitasie in die informele nedersetting aan te spreek, sal daar nog meer uitgerig moet word, maar die uitdaging is onvoldoende befondsing. ’n Omgewingsraamwerk sal groot voordeel vir die Munisipaliteit inhou om gebrekkige sanitasie aan te spreek en blywende volhoubare oplossings te implementeer. Daar word aanbeveel dat hierdie raamwerk in oorleg met die gemeenskapslede van die DRC informele nedersetting, wat geraak word, ontwikkel word. Ook word aanbeveel dat sleutelbelanghebbendes geidentifiseer word om hulpbronne te koordineer en die sanitasie-uitdagings dus gesamentlik aan te spreek.
