ENGLISH SUMMARY: Critical skills produced through Technical and Vocational Education and Training (TVET) are expected to contribute significantly to Namibia’s transformation from a production-based economy into a knowledge economy by 2030. This research study thus examined the role of TVET institutions in the Namibian National System of Innovation (NSI). The study employed an exploratory case study method focusing on the role played by Community Skills Development Centres (COSDECs) in supporting and contributing to innovation in Namibia’s hospitality and tourism sectors. Semistructured interviews were conducted with participants from the COSDECs and the Community Skills Development Foundation (COSDEF) to seek their views on the role played by COSDECs. Further data was obtained by analysing the COSDEF’s Strategic Plan and other reports on COSDECs. Based on the literature review, a conceptual framework was developed to conceptualise and describe the role of COSDECs in supporting and promoting innovation in the hospitality and tourism sectors. The main constituents of the framework include enablers, innovative activities and outputs that contribute to stated outcomes. The findings and analysis thereof highlight the critical role played by COSDECs in various communities by providing critical skills to unemployed youth and previously disadvantaged groups to assist them in gaining meaningful employment and partaking in economic development activities. The study concludes that COSDECs and their trade programmes, particularly in hospitality and tourism, are not designed, focused or resourced to play a significant role in the NSI. A significant transformation is required for COSDECs and their programmes to drive and make meaningful contributions to innovation in their local ecosystems beyond the traditional vocational education and job training functions. The study concludes with national- and institutional-level recommendations, including the need for government and industry to collaborate to provide a range of in-house training facilities in COSDECs to enhance the delivery of the hospitality and tourism programmes. Furthermore, the study recommends developing and implementing specific action plans for innovation at the institutions. AFRIKAANSE OPSOMMING: Kritieke vaardighede wat deur tegniese en beroepsonderrig en opleiding geproduseer word sal na verwagting aansienlik bydra tot Namibie se transformasie van 'n produksiegebaseerde ekonomie tot 'n kennis-ekonomie teen 2030. Hierdie studie het dus die rol van tegniese en beroepsgerigte onderwys en opleiding (TBOO) instellings in die Namibiese Nasionale Stelsel van Innovasie (NSI) ondersoek. Die studie het 'n verkennende gevallestudiemetode gebruik wat gefokus het op die rol wat gemeenskapsvaardigheidsontwikkelingsentrums (GVOS's) speel om innovasie in Namibie se gasvryheid- en toerismesektore te ondersteun en daartoe by te dra. Semigestruktureerde onderhoude is gevoer met deelnemers van die GVOS's en die Gemeenskapsvaardigheidsontwikkelingstigting (GEVOST) om hulle sienings te verkry aangaande die rol wat GVOS's speel. Verdere data is verkry deur die GEVOST strategiese plan en ander verslae oor GVOS's te ontleed. Gebaseer op die literatuuroorsig is 'n konseptuele raamwerk ontwikkel om die rol van GVOS's in die ondersteuning en bevordering van innovasie in die gasvryheid- en toerismesektore te konseptualiseer en beskryf. Die hoofkomponente van die raamwerk sluit in aktiveerders, innoverende aktiwiteite en uitsette wat bydra tot bepaalde uitkomste. Die bevindinge en ontleding daarvan beklemtoon die kritieke rol wat GVOS's in verskeie gemeenskappe speel deur kritieke vaardighede aan werklose jeugdiges en voorheen benadeelde groepe te verskaf om hulle te help om betekenisvolle werk te verkry en aan ekonomiese ontwikkelingsaktiwiteite deel te neem. Die studie kom tot die gevolgtrekking dat GVOS's en die handelsprogramme wat hulle aanbied, veral in gasvryheid en toerisme, nie ontwerp of gefokus is of oor die nodige hulpbronne beskik om 'n beduidende rol in die NSI te speel nie. 'n Beduidende transformasie is nodig vir GVOS's en hulle programme om innovasie in hulle plaaslike ekosisteme aan te dryf en betekenisvolle bydraes daartoe te lewer buite die tradisionele beroepsonderwys- en werksopleidingsfunksies. Die studie sluit af met aanbevelings op nasionale en institusionele vlak, insluitend die behoefte aan samewerking tussen die regering en die industrie om 'n reeks interne opleidingsfasiliteite in GVOS's te verskaf om die lewering van die gasvryheid- en toerismeprogramme te verbeter. Verder beveel die studie die ontwikkeling en implementering van spesifieke aksieplanne vir innovasie by die instellings aan.
