ENGLISH SUMMARY: The concept of the Blue Economy presents a great deal of ambiguity in theory, with a multitude of definitions and interpretations stemming from an initiative that is supposed to promote economic and social development, as well as environmental conservation. Silver et al. (2015) have identified 4 discernible global discourses regarding human-ocean relations: oceans as natural capital, oceans as good business, oceans as Small-Scale Fisheries livelihoods, and oceans as integral to Pacific Small-Island Developing States. These discourses can be classified as “supporting” regarding the Blue Economy concept, and consequently counter discourses of critique, namely: Blue Justice, Blue Degrowth and Blue Governmentality, have also emerged in recent publications regarding the Blue Economy. Despite the large degree of ambiguity and academic discourse surrounding the Blue Economy, South Africa is eagerly looking to exploit its Blue Economy under the government initiatives of Operation Phakisa and its successor, the Oceans Economy Master Plan. However, the South African adoption of the Blue Economy has been met with a large degree of resistance since its establishment, specifically regarding natural resource extraction, environmental degradation and social injustices. In this thesis I methodologically make use of a critical discourse analysis of the resistance to Blue Economy policy in South Africa and the power imbalances in the South African context, with the aim of showing the discursive techniques/mechanisms/strategies through which power imbalances around the Blue Economy are maintained in the South African context. In doing so, this thesis finds that: • South Africa’s Blue Economy rhetoric resonates with the global discourses of oceans as natural capital and oceans as good business. It is the rhetoric of South Africa’s Blue Economy that gives rise to resistance and power imbalances in the South African context. • The power imbalances present in Blue Economy policy in South Africa cause the effects of discrimination, exclusion, displacement, and displacement in place. • Power imbalances are maintained through the discursive mechanisms/techniques/strategies employed by those who draft Blue Economy policy in South Africa through the processes of problematization, framing, normalization, etc. and subsequently also maintains, consolidates, and strengthens the power imbalances that it has created, and on top of that, it can maintain, consolidate, and strengthen, i.e. intensify, already existing power imbalances. • The Blue Economy in South Africa is driven by a neoliberal ideology, which prioritizes market mechanisms and privatization, strengthening economic disparities and inequality in South Africa’s maritime domain. AFRIKAANSE OPSOMMING: Die konsep van die Blou Ekonomie bied 'n groot mate van dubbelsinnigheid in teorie, met 'n veelheid van definisies en interpretasies wat voortspruit uit 'n inisiatief wat veronderstel is om ekonomiese en sosiale ontwikkeling, sowel as omgewingsbewaring te bevorder. Silwer et al. (2015) het 4 waarneembare globale diskoerse aangaande mens-oseane-verhoudings geidentifiseer: oseane as natuurlike kapitaal, oseane as goeie besigheid, oseane as die lewensbestaan van kleinskaalse visserye en oseane as integraal tot Stille Oseaan Klein-Eiland Ontwikkelende State. Hierdie diskoerse kan as “ondersteunend” geklassifiseer word rakende die Blou Ekonomie-konsep, en gevolglik het teendiskoerse van kritiek, naamlik: Blue Justice, Blue Degrowth en Blue Governmentality, ook in onlangse publikasies oor die Blou Ekonomie na vore gekom. Ten spyte van die groot mate van dubbelsinnigheid en akademiese diskoers rondom die Blou Ekonomie, soek Suid-Afrika gretig daarna om sy Blou Ekonomie te ontgin onder die regeringsinisiatiewe van Operasie Phakisa en sy opvolger, die Oceans Economy Master Plan. Die Suid-Afrikaanse aanvaarding van die Blou Ekonomie het egter sedert sy totstandkoming 'n groot mate van weerstand teegekom, spesifiek met betrekking tot natuurlike hulpbronontginning, omgewingsagteruitgang en sosiale onregte. In hierdie tesis maak ek metodologies gebruik van 'n kritiese diskoersanalise van die weerstand teen die Blou Ekonomie-beleid in Suid-Afrika en die magswanbalanse in die Suid-Afrikaanse konteks, met die doel om die diskursiewe tegnieke/meganismes/strategiee aan te toon waardeur magswanbalanse gehandhaaf word in die Suid-Afrikaanse konteks. Sodoende bevind hierdie tesis dat: • Suid-Afrika se Blou Ekonomie-retoriek resoneer met die globale diskoerse van oseane as natuurlike kapitaal en oseane as goeie besigheid. Dit is die retoriek van Suid-Afrika se Blou Ekonomie wat aanleiding gee tot weerstand en magswanbalanse in die Suid-Afrikaanse konteks. • Die magswanbalanse wat in Blou Ekonomie-beleid in Suid-Afrika voorkom, veroorsaak die gevolge van diskriminasie, uitsluiting, verplasing, en verplasing in plek. • Magswanbalanse word gehandhaaf deur die diskursiewe meganismes/tegnieke/strategiee wat gebruik word deur diegene wat die Blou Ekonomie-beleid in Suid-Afrika opstel deur die prosesse van problematisering, raming, normalisering, ens. en handhaaf, konsolideer en versterk dan ook die magswanbalanse wat dit geskep het, en boonop kan dit reeds bestaande magswanbalanse in stand hou, konsolideer en versterk, dit wil se reeds bestaande magswanbalanse intensifeer. • Die Blou Ekonomie in Suid-Afrika word gedryf deur 'n neoliberale ideologie, wat markmeganismes en privatisering prioritiseer, wat ekonomiese ongelykhede en ongelykheid in Suid-Afrika se maritieme domein versterk.
