Faculty of AgriSciences. Dept. of Agricultural Economics. Agriculture -- Economic aspects -- Africa, Sub-Saharan Public expenditures -- Africa, Sub-Saharan Agricultural policy -- Africa, Sub-Saharan Government spending policy -- Africa, Sub-Saharan UCTD Thesis (MScAgric)--Stellenbosch University, 2024. ENGLISH SUMMARY: This study explores the impact of disaggregated agricultural public expenditure, specifically distinguishing between agriculture-specific public expenditure and agriculture-supportive public expenditure, on agricultural economic growth. With an extensive amount of contradicting literature and a plethora of models applied, this study aims to challenge the prevailing approach that analyses aggregate agricultural public expenditure data uniformly. Instead, this research utilises more detailed agricultural public expenditure data that encompasses both general sector expenditure and agricultural specific expenditure. Drawing on Keynesian public expenditure theory which assert that increased public expenditure correlates with heightened economic growth, the research utilises data from the FAO-MAFAP database, covering the years 2007 to 2016 across nine Sub-Saharan African countries. The study employed the Hausman test to determine the most suitable econometric model for panel data analysis and the study opts for the fixed effects model. Stationarity is examined through the Levin-Lin-Chu test, while cointegration is assessed using the Pedroni test which revealed a long-term relationship between the study variables. Notably, the fixed effects model uncovers a positive and statistically significant association between agriculture-specific expenditure, agricultural land and agricultural exports and agricultural economic growth. In contrast, agriculture-supportive public expenditure exhibits a positive but non-significant relationship. Similarly, agricultural labour force size, total factor productivity and headline consumer price inflation exhibited a positive but non-significant relationship with agricultural economic growth. The results highlight the importance of not using aggregated data for public expenditure, because the different types of expenditure may have different impacts, as was seen in this study. Knowledge of these differential impacts can lead to more focused policy decisions when it comes to expenditure practices. Based on these findings, the study recommends enhancing policy and governance systems to ensure governments allocate public expenditure efficiently across all economic sectors. This is crucial to mitigate losses attributed to corruption, inefficient resource allocation, and inadequate policy structures. In addition, the study emphasises the importance of making agricultural land accessible through pro land production policies. Most importantly, governments are encouraged to recognise the potential of well-directed investments in the agricultural sector for transformative change and economic growth.
