ENGLISH ABSTRACT: This study examines the phenomenon of strategic manoeuvring in argumentative parliamentary discourse in the Eastern Cape Legislature of South Africa. It invokes the framework of the pragma-dialectical theory of argumentation and theoretical views on parliamentary discourse analysis in the investigation of the argumentation in selected parliamentary debates extracted from the Hansard records of the Eastern Cape Legislature of 2014-2018. Thus, the study explores those aspects of parliamentary discourse that make South African parliaments characteristically argumentative in nature. In this regard, the study contributes to research on cross-cultural and cross-linguistic facets of parliamentary argumentation. It examines the characterization of the arguers’ expression of shared memories and lived experiences to invoke South Africa’s past socio-political experiences. The study examines the manifestation of the speech acts through various language-related presentational devices. It conducts an analysis of argumentation schemes that Members of the Provincial Legislature (MPLs) exhibit in their deliberative argumentative discourse. The findings suggest that various aspects of strategic manoeuvring are realized in the Premier’s official opening speech and in the related question -and -answer session. The findings further suggest that the argumentation schemes that give rise to prototypical argumentative patterns and argumentation structures are realized in discourse when MPLs advance arguments to support their standpoints in the argumentative reality. In addition, the findings indicate that the arguments of MPLs and the Premier, to a large extent, exemplify various argumentative strategies. The study demonstrates that the MPLs experience some constraints in their parliamentary debates due to the need to observe certain institutional rules and conventions. Furthermore, the findings suggest that the pragma-dialectical rules of critical discussion and the Standing Rules of the Legislature, in some instances, do not derail the resolution of the difference of opinion. The study further demonstrates that all the stages of the ideal model of critical discussion are exemplified, although some deviation occurs from the conventional concluding stage. The findings further indicate that the discourse of the Premier and the MPLs predominantly exhibits characteristics of either a detached or an engaged argumentative style. Further findings indicate that the community members, through use of their local isiXhosa language, bring to the fore their collective voices through their emotional pleas and narrative arguments. It is demonstrated that some links occur between general properties of discourse analysis and properties of the pragma-dialectical theory of argumentation. Given the above findings, the general conclusion is that the interaction among arguers, to a large extent, suggests that key theoretical features manifest in argumentative parliamentary discourse in South Africa, as evidenced in the Eastern Cape Legislature. AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die verskynsel van strategiese manuvrering in argumentatiewe parlementêre diskoers in die Oos-Kaapse Wetgewer van Suid-Afrika. Die studie is uitgevoer binne die raamwerk van die pragma-dialektiese teorie van argumentasie en teoretiese perspektiewe van parlementêre diskoers. Geselekteerde parlementêre debatte uit die Hansard rekords van die Oos-Kaapse Wetgewer vanaf 2014-2018 is ontleed. Die studie sodoende verken daardie aspekte van parlementêre diskoers wat die Suid-Afrikaanse parlement kenmerkend argumentatief van aard maak. In die verband, maak die studie ’n bydrae tot kruis-kulturele en kruis-linguistiese fasette in navorsing oor parlementêre argumentasie. Die studie doen ’n karakterisering van argumenteerders se se uitdrukking van, onder andere, gemeenskaplike herinnerings en geleefde ervarings in die oproeping van die konteks van Suid-Afrika se sosio-politieke ervarings. ’n Ontleding word gedoen van die manifestering van spraakhandelinge deur middel van verskillende taal-verwante aanbiedingswyses. Die studie doen voorts ’n analise van argumentasieskemas wat Lede van die Oos-Kaapse Provinsiale Wetgewer vertoon in hulle oorlegplegende argumentatiewe diskoers. Die bevindinge van die studie toon aan dat aspekte van strategiese maneuvrering uitgevoer word in die Premier se amptelike openingstoespraak en in die verband-houdende vraag-en– antwoordsessie. Verdere bevindings van die studie dui aan dat die argumentasieskemas wat aanleiding gee tot proto-tipiese argumentasiepatrone en argumentasiestrukture in parlementêre diskoers uitgedruk word wanneer lede van die Wetgewer argumente aanvoer om hulle standpunte te ondersteun in die konteks van die argumentasie werklikheid. Die navorsingsbevindings dui ook aan dat die argumente van die lede van die Wetgewer en van die Premier grootliks ’n verskeidenheid van argumentasie strategieë vertoon. Verdere bevindings dui daarop dat die lede van die Wetgewer bepaalde beperkings ondervind in hulle debatte weens bepaalde parlementêre reëls en konvensies. Die bevindings dui voorts aan dat die reëls die pragnma-dialektiese reëls van kritiese diskussie, asook die Staande reëls van die Wetgewer, in sommige gevalle, nie die resolusie van meningsverskille ontspoor nie. Die bevindings dui ook aan dat alle fases van kritiese bespreking gedemonstreer word, alhoewel ’n afwyking voorkom in die konvensionele konklusiefase. https://scholar.sun.ac.za vi Voorts word bevind dat segmente van die diskoers van die Premier oorwegend kenmerke vertoon van ’n betrokke of onbetrokke argumentatiewe styl. Die bevindings dui op bepaalde verbande tussen algemene kenmerke van diskoers analise en kenmerke van die pragma-dialektiese teorie van argumentasie.
