ENGLISH SUMMARY: This study's goal was to assess the Cape Winelands District Municipality's (CWDM) response to climate change by applying the 7-C Protocol (content, commitment, capacity, context, coalitions/clients, communication and coordination). Public policy execution must be supported and promoted to avoid the complete or partial failure of policies. Therefore, raising awareness of issues within the policy-making process will lead to better execution thereof. Local governments have paid great attention to improving the policy-making process, particularly the implementation phase. The Climate-Change Response Strategy (CCRS) was developed with the intention of addressing the effects and promoting mitigation efforts through local planning rules and other means. This study includes a survey of the literature on public policies, and particularly the execution of climate policies. The literature analysis emphasizes the difficulties in putting policies into practice and demonstrates how a failure to consider the7-C variables could lead to implementation failure. Furthermore, the review of literature analysis indicates that a range of stakeholders must work together to implement policies. This study examines how the CWDM developed its Climate-Change Response Strategy and how South African climate change regulations were put into effect. The challenges and complexity of implementing the Climate-Change Response Strategy are recognised, including resource constraints, issues with administrative capability and coordination challenges. This research was both empirical and nonempirical in nature, and semi-structured interviews were utilized to collect data from participants of the disaster management, town planning, environmental health, and community services departments, using non-probability purposive sampling. The results showed that the respondents’ belief that there was a deficiency in administrative capacity; a lack of political and managerial support; poor client/coalition contacts and ineffective intra-organisational communication. To strengthen policy implementation, recommendations were made by means of the 7-C Protocol. AFRIKAANSE OPSOMMING: Hierdie studie se doel was om die Kaap Wynland Distriks Munisipaliteit se reaksie op klimaatsverandering te assesseer deur die 7-C-protokol (inhoud, toewyding, kapasiteit, konteks, koalisies/kliente, kommunikasie en koordinasie) toe te pas. Openbare beleidsuitvoering moet ondersteun en bevorder word om die volledige of gedeeltelike mislukking van beleide te vermy. Die bewusmaking van kwessies binne die beleidmakingsproses sal dus lei tot beter uitvoering daarvan. Plaaslike regerings het in die besonder gelet op hoe die beleidsproses, veral die implementeringsfase, verbeter kan word. Die klimaatsverandering-reaksiestrategie is ontwikkel met die doel om die gevolge aan te spreek en versagtingspogings te bevorder deur plaaslike beplanningsreels en ander middele. Die reaksiestrategie vir klimaatsverandering wat deur die Kaap Wynland Distriks Munisipaliteit aanvaar is, is ontwikkel om maatreels voor te stel om die gevolge van klimaatsverandering te ondervang deur gebruik te maak van bepaalde regstellingsaksies, soos in werking gestel deur plaaslike beplanningsmaatreels en ander prosesse of stelsels. Hierdie studie bevat 'n opname van die literatuur oor openbare beleid, en veral die uitvoering van klimaatbeleid. Die literatuuranalise beklemtoon die probleme om beleid in die praktyk toe te pas en demonstreer hoe 'n versuim om die 7-C-veranderlikes in ag te neem, tot implementeringsmislukking kan lei. Verder dui die oorsig van literatuuranalise daarop dat 'n reeks belanghebbendes moet saamwerk om beleide te implementeer. Hierdie studie ondersoek hoe die Kaap Wynland Distriks Munisipaliteit sy klimaatsverandering-reaksiestrategie ontwikkel het en hoe Suid-Afrikaanse klimaatsveranderingsregulasies in werking gestel was. Die uitdagings en kompleksiteit van die implementering van die klimaatsverandering-reaksiestrategie word erken, insluitend hulpbronbeperkings, kwessies met administratiewe vermoe en koordineringsuitdagings. Hierdie navorsing was beide empiries en nie-empiries van aard, en semi-gestruktureerde onderhoude was gebruik om data van deelnemers van die departemente rampbestuur, stadsbeplanning, omgewingsgesondheid en gemeenskapsdienste in te samel, met behulp van nie-waarskynlikheidsdoelgerigte steekproefneming. Die resultate het getoon dat die respondente se oortuiging dat daar 'n tekort aan administratiewe kapasiteit was; 'n gebrek aan politieke en bestuursondersteuning; swak klient/koalisiekontakte en ondoeltreffende intra-organisatoriese kommunikasie. Om die implementering van beleid te versterk, is aanbevelings gemaak deur middel van die 7-C-protokol.
