Crime is a central issue in the well-being of South African citizens, impacting the standard of living across the entire socio-economic spectrum of the population with varying abilities to mitigate and adapt to crime incidences. Government-subsidised housing projects are specifically targeted at improving the standard of living of beneficiaries. The focus of this study is to distil the influence of the built environment characteristics on neighbourhood crime patterns of government-subsidised housing neighbourhoods in the City of Cape Town. Cape Town has amongst the highest crime rates among South African cities in certain categories of crime with socio-economically deprived neighbourhoods such as Khayelitsha contributing 15% of overall murder in Cape Town, Delft contributing 12%, and Nyanga contributing 11% in 2021. A key output of this study is the development of the Built Environment Crime Resilience Index (BECRI) to quantify patterns of built environment indicators including Planning (Ex-Ante), Communal/Community (Ex-Post), and Household Passive Detectability and Territoriality variables. Through spatial analysis, it was possible to identify specific built environment characteristics that are attractors or deterrents of crime (whilst controlling for socio-economic characteristics) in subsidised housing neighbourhoods of Cape Town. These relationships between crime and built environment relationships allow for potential direct interventions through urban planning practices such as block sizes, street patterns, and configuration of open spaces. The results established clear correlations between the spatial patterns of different crime categories and different levels of socio-economic deprivation and built environment characteristics. A central feature of the results is the important role of natural surveillance in crime patterns, and the impact environmental design principles can have on potentially reducing crime incidences. Urban planning forms part of the initial stages in the development of government-subsidised housing projects, and it is recommended that closer attention be paid to built environment characteristics as a crime deterrent by relevant government stakeholders. Increased focus should be placed on the ex-ante aspects of subsidy-housing developments where public sector actors have a direct influence on the design of the proposed developments.
