ENGLISH ABSTRACT: The Fourth Industrial Revolution (4IR) introduced major technological disruptions across various industrial sectors including the railway industry. These disruptions uncovered new skills due to the transitions between core technologies. Studies have categorised these skills into technical and non-technical skills for which highly competitive organisations and stakeholders affirm their commitments to closing the skill gaps. Research has identified several skill development initiatives and approaches that can assist organisations in gaining a competitive edge in the face of 4IR technologies. This research developed a 4IR skill development framework for South Africa’s rail employees in technical roles. This addresses the fourth research objective (RO4) presented in section 1.5.1. A dual literature review approach is used to delineate the 4IR skills which pertain to South Africa’s rail sector. This involves a triangulation between the traditional literature review and the Systematic Literature Review (SLR). This is followed by data collection from the key players in South Africa’s rail sector, which confirmed the existence of 4IR skill gaps. These gaps are the rationale for the design of a skill development framework in this study. The SLR, which forms part of this study, identifies four actionable steps to achieving 4IR skill development; the first is to identify 4IR skills, and the second is to identify the stakeholders and their responsibilities in skill development. The third step is to learn from existing approaches to skill development proactively, and the last step is to consider existing barriers to 4IR skill development. The designed framework involves a four-phased approach which includes the skill gap identification phase, the skill development phase which identifies the different approaches to skill development, third phase which outlines the relationship between the stakeholders and their respective responsibilities, and the fourth phase which is the implementation process that emphasises the integration of change management into skill development initiatives. AFIRKAANSE OPSOMMING: Die Vierde Industri¨ele Revolusie (4IR) het groot tegnologiese ontwrigtings in verskeie nywerheidsektore ingebring, wat die spoorwegbedryf insluit. Hierdie ontwrigtings het nuwe vaardighede ontbloot as gevolg van die oorgange tussen kerntegnologie¨e. Studies het hierdie vaardighede gekategoriseer in harde en sagte vaardighede waarvoor hoogs mededingende organisasies en belanghebbendes hul verpligtinge bevestig om die vaardigheidsgapings te verklein. Navorsing het verskeie urlinisiatiewe en -benaderings ge¨ıdentifiseer wat organisasies kan help om ’n mededingende voordeel in die lig van 4IR-tegnologie te ontwikkel. Hierdie navorsing karteer die 4IR-vaardigheidsontwikkelingstrajek vir Suid-Afrika se spoorbedryf deur ’n sistematiese benadering te volg om die navorsingsuitset te ontwikkel. Dit is ’n vaardigheidsontwikkelingsraamwerk wat die derde navorsingsvraag beantwoord ”Wat is die sleuteloorwegings wanneer ’n raamwerk ontwikkel word vir die implementering van arbeidsmagopleiding vir 4IR in die Suid-Afrikaanse spoorsektor? “. Dubbele literatuuroorsigbenadering word gebruik om die 4IR-vaardighede wat op Suid-Afrika se spoorsektor betrekking het, te omlyn; dit behels ’n triangulasie tussen die tradisionele literatuuroorsig en die Sistematiese Literatuuroorsig (SLR). Dit word gevolg op data-insameling van die sleutelspelers in Suid-Afrika se spoorsektor wat die bestaan van 4IR-vaardigheids gapings bevestig het. Hierdie leemtes is die rasionaal vir die ontwerp van ’n vaardigheidson twikkelings raamwerk in hierdie studie. Die sistematiese oorsig wat deel vorm van hierdie studie identifiseer vier uitvoerbare stappe om 4IR-vaardigheidsontwikkeling te bereik; die eerste is om 4IR-vaardighede te identifiseer, die tweede is om die belanghebbendes en hul verantwoordelikhede in vaardigheidson twikkeling te identifiseer. Die derde stap is om proaktief te leer uit bestaande benaderings tot vaardigheidson twikkeling, en die laaste stap is om bestaande struikelblokke tot 4IR-vaardigheidson twikkeling te oorweeg. Die ontwerpte raamwerk behels ’n vierfasebenadering wat die vaardigheidsgapings identifikasiefase insluit, die vaardigheidson twikkelingsfase wat die verskillende benaderings tot vaardigheidson twikkeling identifiseer, derde fase wat die verhouding tussen die belanghebbendes en hul onderskeie verantwoordelikhede uiteensit, en die vierde fase wat die implementeringsproses wat die integrasie van veranderingsbestuur in vaardigheidson twikkelingsinisiatiewe beklemtoon.
