ENGLISH ABSTRACT: South Africa’s long-term economic and socio-economic trajectory, as defined and guided by the National Development Plan 2030 (NDP), is off-track. The government recognises the need to ameliorate unemployment, inequality, and poverty, and the resulting Reimagined Industrial Strategy (RIS) exemplifies the pivotal role of economic growth and development, materialised through the Industrial Policy Masterplans. The National Planning Commission and Department of Trade, Industry and Competition (DTIC) also recognised the need for improved monitoring and implementation to match the reimagined strategies. The DTIC urges collaboration and masterplan performance measurement using dashboard-based progress reports to monitor and inform industry decision-making. The study developed an open-source, web-based dashboard for the South African Furniture Initiative to augment masterplan performance measurement, affording industry stakeholders easy access to Furniture Industry Masterplan key performance indicators (KPIs). The study also aimed to incorporate decision support using economic complexity (EC), a field concerned with the dynamics of economies, industries, and the activities they comprise. EC is increasingly used to develop industrial policy strategies and study economic, socio-economic, and environmental indicators. Economic complexity-based decision support indicators were developed for each KPI, producing a prototype digital decision support tool for the South African Furniture Industry Masterplan. Performance measurement and dashboard creation approaches were adapted to encapsulate the masterplan tool methodology used during development. The methodology facilitates application to other masterplans in conjunction with the masterplan policy document, which informs a top-down development approach. Finally, the open-source, masterplan-agnostic nature of the tool and development process enables adaptation by and for other stakeholders, echoing the DTIC’s focus on engagement, monitoring, and problem solving aligned with the masterplan pillars and vision, guiding industries towards the goals of the NDP.
