It adapts a five-step analytical framework from previous competitiveness studies and refines it by adding the sixth step. The first step provides an overview of the South African barley value chain, examining how barley moves through value-adding processes and identifying the key stakeholders in the industry. The study uses a value chain map to analyse the barley value chain. The South African barley value chain encompasses all activities of adding value to barley, from production to consumption, with various stakeholders participating at each stage. The stakeholders include input suppliers, supporters, farmers, storage facilitators, transporters, traders, marketers, and consumers, all working together with a good flow of information to produce barley products efficiently. After analysing the barley value chain, the study shifts its focus to the competitiveness of the South African barley industry to evaluate its performance. The second step of the analytical framework defines competitiveness in the context of the barley industry. This study defines the competitiveness of the barley industry as the ability of the barley industry to compete successfully in the global environment, achieve sustainable growth and earn at least the opportunity cost of return on resources employed to produce barley. The third step measures the competitiveness of the South African barley industry from 2007 to 2023, extending a 2007 study by BFAP. The study uses RTA and NRCA, with secondary data from the ITC trade map, to measure competitiveness. The results show that the South African barley industry is not competitive in the global market (as indicated by RTA and NRCA values below zero). However, there has been an improvement in the trade of malt compared to other top-producing countries. In Africa, Ethiopia, Morocco, Algeria, and Tunisia perform better than South Africa in exporting barley. South Africa and Algeria are showing improvement towards competitiveness in exporting malt, while other countries remain neutral. Globally, Russia, Australia, France, Canada, and Germany outperform South Africa in exporting barley. However, South Africa is performing better in exporting malt than Russia and Germany, with a positive trend. The fourth step identifies the factors affecting the competitiveness of the South African barley industry at the farm level. The study uses a two-round Delphi method to address a low response rate. In the first round, a self-administered questionnaire was sent to barley farmers via email through storage facilitators. A total of thirty-six factors were identified and rated on a scale of one to five with one being most constraining, three being neutral and five being most enhancing. Out of thirty-six factors, thirty-five were found to affect competitiveness. Enhancing factors include support from input suppliers, effective information flow among stakeholders, access to resources, and research by private institutions. Constraining factors are beyond the control of farmers and relate to social stability, policies, crime, barley demand, and the state of the country. In the second round of the Delphi method, discussions with barley farmers and experts were conducted to validate the findings from the first round. The fifth step categorises factors affecting the competitiveness of barley farming into Porter's six diamond determinants. Firm strategy, structure, and rivalry (with a rating of 3.19) enhance the performance, demand conditions (rating of 3.00) have no significant effect while production conditions (rating 2.76), related and supporting industries (rating 2.75), government policy and support (rating 2.36), and chance factors (rating 1.95) constrain the competitiveness of barley farming. The sixth step uses the findings from the first five steps to propose strategies for South African barley farming. To enhance competitiveness, South Africa could focus on boosting local production, investing in malting facilities, improving communication among stakeholders, and exploring new markets. These efforts could help reduce imports and potentially create opportunities for malt exports. AFRIKAANSE OPSOMMING: Hierdie studie poog om die mededingendheid van die Suid-Afrikaanse garsbedryf te ontleed. Dit pas ’n vyf-stap ontledingsraamwerk aan vanuit vorige mededingendheidstudies en verfyn dit deur ’n sesde stap by te voeg. Die eerste stap gee ’n oorsig van die Suid-Afrikaanse garswaardeketting deur te ondersoek hoe gars deur waardetoevoegingsprosesse beweeg en die belangrikste rolspelers in die bedryf te identifiseer. Die studie gebruik ’n waardekettingkaart om die garswaardeketting te ontleed. Die Suid-Afrikaanse garswaardeketting sluit alle aktiwiteite in wat waarde tot gars toevoeg, vanaf produksie tot verbruik, met verskeie rolspelers wat by elke stadium betrokke is. In Afrika presteer Ethiopie, Marokko, Algerie en Tunisie beter as Suid-Afrika in die uitvoer van gars. Suid-Afrika en Algerie toon verbetering in die uitvoer van mout, terwyl ander lande neutraal bly. Op ’n globale vlak presteer Rusland, Australie, Frankryk, Kanada en Duitsland beter as Suid-Afrika in garsuitvoere. Nietemin vaar Suid-Afrika beter as Rusland en Duitsland in moutuitvoere, met ’n positiewe tendens. Die vierde stap identifiseer die faktore wat die mededingendheid van die Suid-Afrikaanse garsbedryf op plaasvlak beinvloed. Die studie gebruik ’n twee-rondte Delphi-metode om ’n lae responskoers aan te spreek.In die eerste rondte is ’n self-geadministreerde vraelys per e-pos via opbergingsfasiliteite aan garsboere gestuur. Altesaam ses-en-dertig faktore is geidentifiseer en beoordeel op ’n skaal van een tot vyf, waar een die mees beperkende faktor verteenwoordig, drie neutraal is, en vyf die mees bevorderlike faktor is. Van die ses-en-dertig faktore is bevind dat vyf-en-dertig die mededingendheid beinvloed. Bevorderlike faktore sluit in ondersteuning van insetverskaffers, doeltreffende inligtingsvloei tussen rolspelers, toegang tot hulpbronne, en navorsing deur private instellings. Beperkende faktore is buite die beheer van boere en hou verband met sosiale stabiliteit, beleid, misdaad, garsvraag en die toestand van die land. In die tweede rondte van die Delphi-metode is gesprekke met garsboere en kundiges gevoer om die bevindinge van die eerste rondte te bevestig. Die vyfde stap kategoriseer die faktore wat die mededingendheid van garsboerdery beinvloed volgens Porter se ses diamantbepalers. Firmastrategie, struktuur en mededinging (met ’n gradering van 3.19) verbeter die prestasie van garsboerdery. Vraagtoestande (gradering van 3.00) het geen beduidende uitwerking nie. Produksietoestande (gradering van 2.76), verwante en ondersteunende industriee (gradering van 2.75), regeringsbeleid en ondersteuning (gradering van 2.36) en toevalligheidsfaktore (gradering van 1.95) beperk die mededingendheid van garsboerdery. Die sesde stap gebruik die bevindinge van die eerste vyf stappe om strategiee vir die Suid-Afrikaanse garsbedryf voor te stel. Om mededingendheid te verbeter, kan Suid-Afrika fokus op die verhoging van plaaslike produksie, beleggings in moutgeriewe, beter kommunikasie tussen rolspelers en die verkenning van nuwe markte. Hierdie pogings kan invoere verminder en moontlik nuwe geleenthede vir die uitvoer van mout skep.
