Available: https://scholar.sun.ac.za/items/ec4cb621-bcae-4686-855d-32ca57a67b50 ENGLISH SUMMARY: The use of government procurement to support local manufacturing is a well-established industrialisation strategy in many parts of the world. The Preferential Procurement Policy Framework Act (PPPFA) empowers the Department of Trade, Industry and Competition (DTIC) to designate specific sectors that have to meet minimum levels of local content (Local Content Policy) if their goods and services are to be procured by organs of the state. Despite this policy being in effect since 2011, adherence to the policy by government entities is proving to be challenging. Qualitative research, using a case study of the DTIC entities involved in Local Content Policy monitoring, was conducted to identify areas of similarity and key differences in how each of the entities has implemented the monitoring functions in their institutions and assess the entities against the Twelve Components of a Functional Monitoring and Evaluation System (adapted from Görgen & Zall Kusek, 2009). The study utilised both primary and secondary data analysis to understand the extent to which the current process for Local Content Policy monitoring fits within a structured policy monitoring framework, and whether the current institutional arrangements encompassing mandate, capacity, financing and resourcing are sufficient to assess the effectiveness of the policy. The findings of the study reveal that no monitoring framework for Local Content Policy is currently in place. This serious deficiency needs to be remedied as a matter of urgency and could possibly reside outside the DTIC in the to-be-established Public Procurement Office. Furthermore, the current monitoring system only partially meets one of the four key functions of monitoring, which is compliance. The three remaining functions (auditing, accounting and explanation) are not addressed at all and this includes monitoring of impact of the policy. The study also highlighted deficiencies within the institutional arrangements of the South African Bureau of Standards (SABS) and Proudly South African (Proudly SA) as key entities tasked with the monitoring of the Local Content Policy. These need to be addressed to enable the institutions to be adequately resourced for their roles within a more effective monitoring system. The limitations of the study were its sample size and its focus on a single area within the DTIC, and two of its entities. No other organs of state were interviewed. By design it will not therefore be possible to generalise the findings of the study beyond Local Content Policy.
