Available: https://scholar.sun.ac.za/items/0c019db3-cc04-46bb-b5be-5ae3500999ae ENGLISH ABSTRACT: People in informal settlements are exposed to a range of hazards. Fires are a core challenge. Risk drivers include the difficulties of accessing areas due to inadequate roads and the density of housing, as well as inadequate water infrastructure to assist in fighting fires. Authorities in Cape Town, in South Africa’s Western Cape province, are increasingly promoting reblocking to reduce the risk of fires and flooding and to facilitate service delivery. This is a form of informal settlement upgrading that involves reorganizing the spatial layout of settlements to create space for roads and infrastructure. However, experience suggests that people often build in cleared spaces, re-densifying settlements and undoing the positive effects of reblocking. This research sought to explore beneficiaries’ understanding and experience of reblocking, their expectations and the factors influencing the longevity of reblocking projects in two reblocked informal settlements in Cape Town. The findings suggest that although the reblocking methodology adopts a participatory approach that engages communities in reconfiguring settlements, beneficiaries in the case study areas did not always understand the purpose of reblocking, and layouts did not adequately address people’s needs, particularly with respect to the size of dwellings and social infrastructure. Some people build in cleared spaces for opportunistic reasons, but it is often to make space for family members and belongings, and because they feel safe from eviction. The findings suggest that deep engagement with communities is critically important, that projects should cater for larger families and family growth over time, and that they incorporate space for social amenities such as churches, exercise and recreational areas. I argue that reblocking can play an important role in reducing the risk of fires and improving residents access to infrastructure and quality of life, but that such lessons need to be incorporated to improve the successfulness of reblocking interventions, and ensure that they meet beneficiaries’ needs and expectations.
