Available: https://scholar.sun.ac.za/items/c22bd4fb-c2b7-499d-9615-07e02f410da0 ENGLISH ABSTRACT: Crime is a critical issue in South Africa, and parts of Cape Town (including Mitchells Plain) remain a crime hotspot. The socio-economic characteristics of individuals and/or communities, along with the physical external environment, primarily influence the occurrence and spatial patterns of crime at a neighbourhood level. The overall aim of this study is to analyse and determine the influence of socioeconomic characteristics and built environment indicators on crime patterns and trends in Mitchells Plain. The objective of this study is to provide a summary framework of guidelines at both macro- and micro-level most relevant for implementation in Mitchells Plain and other similar neighbourhoods to positively influence crime. A comprehensive study of literature was undertaken, with a specific emphasis on the subject of crime and the relevant theories pertaining to crime. Several policy documents underwent careful examination, during which the goals pertaining to crime were determined, whether directly or indirectly. Spatial analysis was conducted on a metro and neighbourhood level to examine the influence of spatial factors on crime, followed by the execution of various correlation analyses. A survey was conducted through the distribution of questionnaires to residents of Mitchells Plain and professionals. In addition, the author engaged in structured interviews with professionals, such as town planners, police, social workers and an economist. The rationale behind conducting interviews stemmed from the participants’ knowledge and involvement in the context of Mitchells Plain, thereby affording an in-depth understanding of the crime situation. The development of the summary framework was guided by the triangulation of the findings of the literature review, policy analysis, macro-level socio-economic analysis, detailed local spatial analysis of the built environment characteristics, and community and expert opinions. Socioeconomic indicators such as unemployment, poverty, lack of infrastructure opportunities and inequalities; and built environment indicators such as eyes on the street including high walls blocking sight, graffiti, the presence of liquor outlets, and vacant land (access and escape routes) are all factors that can influence crime. The community survey and expert opinions concluded that the top 5 indicators that are very likely to influence crime in Mitchells Plain are drugs and alcohol, unemployment, poverty, liquor outlets, and opportunities and inequalities. The summary interpretation and synthesis of the findings from the various components of the analysis led to the development of a recommended summary framework that outlines the most relevant and applicable planning and design guidelines and principles for implementation in MP and similar neighbourhoods. The results also indicated that the introduction of Crime Prevention Through Environmental Design principles at a local level without simultaneously addressing the macro-level socio-economic challenges will only have a limited impact. The issue of crime should thus be addressed in planning and policies at both macro (city level) and local neighbourhood level. Although planners do address these socio-economic factors in certain plans or policies, such as the Integrated Development Plans and Spatial Development Frameworks, it should also be more explicitly considered from the perspective of its potential impacts on reducing crime.
