This thesis explores public sector corruption in state owned enterprises, by using Eskom as case study. The study investigates the nature of public sector corruption, how it takes place in Eskom and the effect it had on the utility. The study uses a qualitative research approach to provide a thick description of public sector corruption in Eskom. By applying theoretical frameworks of neopatrimonialism and principal-agent theory, this research provides a nuanced understanding of how corruption manifests in Eskom and its implications for the SOE. The study reveals that corruption in Eskom must be understood against its historical context; that it is complex and multi-dimensional and that it will continue unless there is genuine political will to eradicate it. The findings illustrate that public sector corruption is a form of state capture—a form of systemic corruption where private interests unduly influence state decision-making—has persisted from Apartheid to the present. This study offers empirical and theoretical insights that enrich the body of research on Eskom and provide an analytical framework for understanding corruption's broader effects on SOEs in South Africa. The findings of this study contribute to the broader discourse on public sector corruption in the field of political science, offering insights into the ways in which corruption continues to occur in an SOE like Eskom and how it affects the entity’s operations despite preventative regulations and political intentions in place to address the scourge. Lessons learnt from this case study could be useful to understand the complexity of public sector corruption in other SOEs. AFRIKAANSE OPSOMMING: Geen opsomming beskikbaar nie.
