Available: https://scholar.sun.ac.za/items/62d40ecf-b0df-49e2-aaff-3923c9a37076 Health systems based on primary health care (PHC) have better health outcomes at lower cost. Since the declaration of Alma Ata, many countries around the world have adopted PHC as the foundation of their health systems. This commitment was recently renewed in the Astana Declaration. However, PHC in low- and middle-income countries remains weak with persistent poor outcomes, undermining efforts to achieve universal health coverage and the sustainable development goals. Interventions, designed with key stakeholders and guided by local evidence, can improve primary care performance. Several tools have been developed for measuring different aspects of primary care performance. Among them, the primary care performance tool (PCAT) has been widely used in different regions of the world and was recently introduced to Sub-Saharan Africa (SSA). The PCAT measures primary care in the following domains: first contact (access and utilisation), on-going care, coordination (health and information systems), comprehensiveness (services available and provided), family centredness, community-orientation and cultural competence. The PCAT has been adapted, validated and used in SSA with addition of two domains on PHC team and person-centredness. In Uganda, health policy is based on PHC, which is operationalised within a district health system under local government. The aim of this dissertation was to evaluate the use of the PCAT to improve primary care performance in Tororo district in Uganda.
