The framework in the many legislative documents is based on agreement in establishing KPIs, optimising resource utilisation, and successfully executing the municipality's developmental objectives. Municipalities must implement an organisational performance management system to assess their overall performance. A system should be implemented to identify operational inefficiencies in the municipality's business operations, along with a corrective action plan to address these inefficiencies to optimise service delivery difficulties. A municipality's organisational performance management model is based on the municipal IDP, which serves as a comprehensive municipal strategy incorporating community input and sector plans formulated by the municipality and other sector departments aimed at municipal development. The primary objective of this study was to evaluate the cause and effect of organisational performance management on the implementation of Stellenbosch Municipality’s IDP. This was done using available literature on performance management practices within Stellenbosch Municipality, coupled with management reports on the implementation of the IDP and whether organisational performance management is assisting the municipality in achieving its developmental objectives as contained in its IDP. The research concentrated on Stellenbosch Municipality, located in the Western Cape area of South Africa. The study entailed a thorough examination of publicly accessible literature to assess the efficacy of organisational performance management in the execution of the municipality's IDP. The results demonstrated that having and implementing an organisational performance management system does not guarantee the effective achievement of the municipality's developmental goals. The effectiveness of an organisational performance management system is contingent upon Stellenbosch Municipality's capacity to implement it in conjunction with a thorough set of functional policies, systems, and instruments, thereby amplifying its influence on service delivery. AFRIKAANSE OPSOMMING: Die MSA en die MFMA, tesame met die regulasies wat kragtens hierdie wette ingestel is, het organisatoriese prestasiebestuur binne plaaslike regering ingestel. Die raamwerk in die talle wetgewende dokumente is gebaseer op ooreenkoms in die daarstelling van KPIs, die optimalisering van hulpbronbenutting en die suksesvolle uitvoering van die munisipaliteit se ontwikkelingsdoelwitte. Munisipaliteite moet 'n organisatoriese prestasiebestuurstelsel implementeer om hul algehele prestasie te assesseer. 'n Stelsel moet geimplementeer word om bedryfsondoeltreffendheid in die munisipaliteit se sakebedrywighede te identifiseer, tesame met 'n regstellende aksieplan om hierdie ondoeltreffendheid aan te spreek om diensleweringsprobleme te optimaliseer. 'n Organisatoriese prestasiebestuursmodel van 'n munisipaliteit is gebaseer op die munisipale GOP, wat dien as 'n omvattende munisipale strategie wat gemeenskapsinsette en sektorplanne insluit wat deur die munisipaliteit en ander sektordepartemente gemik is op munisipale ontwikkeling. Die primere doel van hierdie studie was om die oorsaak en gevolg van organisatoriese prestasiebestuur op die implementering van die Stellenbosch Munisipaliteit se GOP te evalueer. Dit is gedoen met behulp van beskikbare literatuur oor prestasiebestuurspraktyke binne die Stellenbosch Munisipaliteit tesame met bestuursverslae oor die implementering van die GOP en of organisatoriese prestasiebestuur die munisipaliteit bystaan om sy ontwikkelingsdoelwitte soos vervat in sy GOP te bereik. Die navorsing het gekonsentreer op die Stellenbosch Munisipaliteit, gelee in die Wes-Kaap area van Suid-Afrika. Die studie het 'n deeglike ondersoek van publiek toeganklike literatuur behels om die doeltreffendheid van organisatoriese prestasiebestuur in die uitvoering van die munisipaliteit se GOP te assesseer. Die resultate het getoon dat om 'n organisatoriese prestasiebestuurstelsel te he en te implementeer nie die effektiewe bereiking van die munisipaliteit se ontwikkelingsdoelwitte waarborg nie. Die doeltreffendheid van 'n organisatoriese prestasiebestuurstelsel is afhanklik van die Stellenbosch Munisipaliteit se vermoe om dit te implementeer in samewerking met 'n deeglike stel funksionele beleide, stelsels en instrumente, om sodoende die invloed daarvan op dienslewering te versterk.Die navorsing het gekonsentreer op die Stellenbosch Munisipaliteit, gelee in die Wes-Kaap area van Suid-Afrika.
