Available: https://scholar.sun.ac.za/items/d077185a-b319-4eb5-8034-6bb383f489be This study addresses the complex payment challenges in South African smart communities, where traditional centralised systems often lead to inefficiencies such as high transaction fees, delays and restricted access. To mitigate these issues, the research proposes a decentralised finance (DeFi) solution t hat leverages blockchain technology for secure, a utonomous transactions. By using blockchain, the system can enhance transparency and reduce the need for intermediaries, which supports cost savings and better accessibility. The SCOPE-D model, Smart Community Payment Ecosystem DeFi, was developed as a conceptual model for implementing DeFi in smart communities. Grounded in Michael Porter’s Value Chain framework, SCOPE-D outlines core and support processes of a DeFi payment system while meeting regulatory requirements. To operationalise this model, an implementation framework was designed, with six sequential phases: Initiation and Stakeholder Alignment, Feasibility and Readiness Assessment, Deployment Planning and Integration, Controlled Roll-out and Testing, Full Implementation and User Onboarding, and finally, Monitoring and Continuous Improvement. Each phase is structured to ensure that the DeFi system remains adaptive, transparent, and aligned with community needs. Validation through expert feedback from property professionals informed refinements t o the framework, enhancing its relevance and scalability within South Africa’s property environment. Results indicate that this decentralised system can improve payment efficiency, increase transparency and foster trust between users, which are critical factors for sustainable community management.
