Available: https://scholar.sun.ac.za/items/13ede136-460e-4629-a551-643df69c59b4 ENGLISH SUMMARY: Transnet National Ports Authority (TNPA) serves as both the landlord and the exclusive provider of port infrastructure and marine services across South Africa’s eight commercial ports. TNPA operates as a division of Transnet SOC Ltd., therefore tariffs are regulated by the Ports Regulator of South Africa (PRSA), who adopts a rate-of-return form of regulation to annually calculate the revenue requirement for TNPA. The Tariff Methodology outlines how TNPA’s tariff will be calculated, and determines the total revenue that TNPA may raise through these port tariffs. The Tariff Structure determines who is charged for what portion of the total revenue, and based on the user-pay principle where the cost of infrastructure and services used, are allocated accordingly through port tariffs. The study aimed to firstly evaluate the accuracy of the RR methodology by recalculating the Authority’s required revenue for FY2024/25 using adjusted input variables for the Regulatory Asset Base (RAB), operating expenditure (OPEX), cost of debt, beta and taxation expense. The findings from the five scenarios indicate that TNPA tariffs could be reduced, calculating a tariff decrease of 22% in scenario 1, and a 13% decrease in scenario 3. It shows that there is rationale to enhance the RR methodology, to ultimately improve port competitiveness, economic efficiency, fairness for users, and maximise tariff benefits. The second analysis of the research study, aimed to examine the tariff structure’s evolution and evaluate the progress towards achieving the PRSA’s 10-year tariff strategy to reduce cross-subsidisation between commodities and groups of port users. This study uses descriptive statistics to analyse tariff books published from 2015/16 to 2023/24, focusing on cargo dues levied on all import and export commodities, and it compares individual tariffs across 254 commodities (break bulk, dry bulk, and liquid bulk) against the applicable base tariff for each year. The results show a reduction in the maximum deviation of commodities above the base tariff from 888% in 2015/16 to 153% in 2023/24. Of the 170 tariffs analysed for 2023/24, 81 commodities are below the proposed base tariff and 89 are above. The results show the ongoing cross-subsidisation between port user groups and between the various commodities. The study shows improvements to the TNPA tariff structure, but achieving the end-state tariff goals by FY2026/27 becomes improbable. AFRIKAANSE OPSOMMING: Geen opsomming beskikbaar.
