Available: https://scholar.sun.ac.za/items/974b2923-3743-4088-b325-b74da7e874bd ENGLISH SUMMARY: This study examines the role of recruitment and selection in improving the professionalism of local government, with a specific focus on the City of Johannesburg Metropolitan Municipality. While public administration literature emphasizes the importance of professionalising the public sector, there is limited empirical evidence on how human resource (HR) practices, especially recruitment and selection, contribute to this goal within South African local governments. Using a mixed-methods case study approach, the research combines quantitative data from an online survey of HR practitioners with qualitative insights from semi-structured interviews with senior HR officials in the City’s Group Human Capital Management Unit. The study explores how HR staff perceive and implement recruitment and selection processes and whether these practices align with the National Implementation Framework for the Professionalisation of the Public Service. Findings indicate that although many HR employees are familiar with recruitment and selection procedures, their awareness and understanding of the national professionalisation framework vary, particularly among employees with longer tenures who may not have received recent training. Major hurdles to effective professionalisation include resource limitations, policy misalignment, and institutional resistance to change. The study concludes that advancing professionalisation in local government HR requires aligning national and local frameworks, providing continuous professional development for HR staff, updating recruitment technologies, and enhancing intergenerational representation within HR teams. Based on these insights, practical recommendations are proposed to improve recruitment and selection processes and to foster ethical, competent, and merit-based local governance. This research contributes to public sector HR management literature by offering contextual insights into how recruitment and selection can act as catalysts for institutional reform in local governments. The findings can guide policymakers, municipal HR units and researchers committed to strengthening state capacity through enhancing professional human resource practices.
