Simultaneously, organisations face a growing talent gap, with a global decline in skilled employee availability and increasing challenges in attracting and retaining high-potential talent. Proactive Career Behaviours, characterised by self-initiated actions such as Career Planning, Skills Development, Consultation Behaviour, and Networking Behaviour, offer a solution by fostering individual and organisational success. This study aims to address these challenges by developing a multidimensional, self-report Proactive Career Behaviour scale, grounded in positive psychology. The scale will provide organisations with an objective tool for identifying, measuring, and enhancing proactive behaviours, enabling improved recruitment, retention, and talent management strategies. By aligning employee aspirations with organisational goals, the scale aims to bridge the talent gap, bolster organisational performance, and contribute to an organisation's sustained competitive advantage. The research highlights Proactive Career Behaviour's social and economic benefits, such as increased engagement, career commitment, and collaborative environments. It further explores how this framework supports strategic workforce planning within organisations in a dynamic economic market. This study contributes to the existing body of knowledge by offering a systematic approach to quantifying proactive career traits, adding to the body of research in the Proactive Career Behaviour field.
